  1. If you wish to join the Hong Kong Police Force as an Inspector or Constable, you must be a permanent resident of the Hong Kong Special Administrative Region and have lived in Hong Kong for at least seven years.   1. Please send details of the intended visit, such as the name of your organisation / institution, date and time, number of visitors, the nature of the visit, etc in writing to the Police Public Relations Branch, 11/F, Arsenal House, Police Headquarters, No. 1 Arsenal Street, Wanchai, Hong Kong.

  1. You may report to the nearest Police Station by phone or in person. Click here for telephone numbers and addresses of all Police Stations. You may also report telephone / fax nuisance through the e-Report Room.

  1. You should record down the date / time / location / vehicle number and the details of the incident, then make a report at the concerned Regional Traffic Report Room or any Police Station.   1. How to make Complaint against unfairly issued Fixed Penalty Tickets, or make enquiry of the issue of the Fixed Penalty Tickets?

  1. When you find yourself being unfairly ticketed, or have query about the ticketing, you may write to or personally attend Central Traffic Prosecution Division, 11/F, Arsenal House, No.1, Arsenal Street, Hong Kong. You may also call the hotline 2866 6552 during office hours. In addition, you may lodge the complaint through the e-Report Room.

  1. You may make the complaint through the following channels:

    1. In writing / person – To report the case to any Police Stations or Complaint Against Police Reporting Centre (Address: G/F, Annex Block, Caine House, No.3 Arsenal Street, Wanchai, Hong Kong).
    2. By telephone – Call 2866 7700 - 24 hours hotline of Complaint Against Police Reporting Centre or to any Police Stations.
    3. By fax – To any Police Stations or Complaint Against Police Reporting Centre (Fax: 2200 4460, 22004 461, 2200 4462).

  1. How to verify the truthfulness of Police identity / Police Warrant Card?

  1. Police Officers are required to produce Police Warrant Card under the following circumstances:

    • Police Officers in Plain-clothes: They shall identify themselves and produce their warrant card when they are performing their police duties and exercising their police powers.
    • Police Officers in Uniform: Normally, police officers uniform are not required to produce their police warrant card. However, they should do so upon the request of a member of the public unless the circumstances do not allow or the request is unreasonable:

    When Police Officers produce their warrant cards there is no requirement for them to give their warrant cards to any member of public for checking. If a member of the public has any queries on doubt about the identity of a Police Officer, he / she should contact the nearest police station immediately for clarification.

    The Police Warrant Card has the following features:

    • In the front, the card is printed with:


      • Hong Kong Police (in Chinese and English);
      • A Colour Force Crest;
      • The Name, rank and UI of the warrant card holder;
      • A photo. The card is covered with laser wording of 'Hong Kong Police' in English and Chinese;

    • In the back, the card is printed with:

      A statement "The person whose photograph and particulars appear on the reverse is a duly appointed member of the Hong Kong Police"

  1. What is Police Superintendent Discretion?

  1. Police Superintendent Discretion is:

    • When a juvenile offender under the age of 18 has committed an offence, and there is sufficient evidence to charge him /her with the offence, Police may take prosecution action like a normal case and take the juvenile offender to the Juvenile Court.

    • Another way to deal with the case is for a Police Officer of the rank of Superintendent or above to exercise discretion to issue a caution to the juvenile offender, instead of taking him /her to the Juvenile Court. The juvenile offender to whom the caution was administered must be put under Police's supervision for a period of two years or until he / she reaches the age of 18, whichever is shorter.

    • To decide whether the case is suitable to be dealt with by way of SP's Discretion, the following factors must be considered:

      1. The evidence available is sufficient to support a prosecution;
      2. The offender voluntarily and unequivocally admits the offence;
      3. The offender and his parents or guardians agree to the cautioning;
      4. The nature, seriousness and prevalence of the offence;
      5. The offender's previous criminal record;
      6. Attitude of the offender's parents or guardians; and
      7. The attitude of the complainant.
