Following extensive Force-wide consultation, the Senior Directorate Group (SDG) has endorsed the phased and incremental roll out of the Force Inspection Process commencing next month.

What is Force Inspection Process?

The Force Inspection Process will be conducted over a two-year cycle, comprising two key components. The first component is a self-assessment/self-inspection process to embed self-assessment and improvement as part of a Formation's daily routine. The second component gives Research and Inspections Branch (RIB) an overseeing role and involves due diligence and thematic inspections, based on Formation self-assessment reports and topical Force issues.

The self-assessment component provides a useful tool-kit for Formation Commanders and contains 55 individual Question Sets under six Key Performance Areas, namely Leadership, Strategy, People, Partnership & Resources, Process and Results. It also incorporates elements of the Force Central List of Supervisory Checks, compliance checks as well as a staff survey. The Question Sets were carefully developed in close consultation with relevant Policy Wings.

Implementation

The Force Inspection Process will be rolled out in phases and incrementally to all frontline Formations, followed by Policy Wings and Police Headquarters units about one year later. 

In the first two-year inspection cycle, only the Question Sets that are aligned with Strategic Directions, Strategic Action Plan and Commissioner's Operational Priorities will need to be addressed by Formations. Major Formation Commanders will determine which Formations will undertake the Question Sets, based on local operational and management priorities. 

Embedding Force Inspection Process

RIB will brief frontline Formations on the Force Inspection Process, starting next month. This will help frontline officers understand how to self-assess and devise inspection plans for the coming two years. An "Inspections" Hexagon will be available on POINT next month and will contain the Question Sets, briefing packs and useful references and documents.

Assistant Commissioner (Service Quality) Peter Morgan commented: "The roll-out will see the culmination of almost five years' work by RIB in the research, design and practical implementation of a Force Inspection Process. The Process allows staff to have local ownership of inspections through their own self-assessments. Ultimately, the whole process is intended to allow continuous improvement throughout the Force, sharing of best practices and provision of enhanced services to all our customers." 

"We have conducted extensive trials, drawing on Force-wide experience and feedback, to arrive at the final version. The Question Sets have been written in close partnership with Policy Wings and have been crafted as succinctly as possible to reflect both practical daily issues and longer term plans. The first phase will allow Formations to self-assess from a strategic perspective and will complement the recently announced Strategic Directions and Strategic Action Plan 2014-16. RIB will be working very closely with all Formations in the coming months to help roll-out and  fully embed the process," Mr Morgan added.
