With the arrangement made by Police College, a 10-member delegation, comprising Chief Inspector Lee Cho-ming, the delegation leader, one Senior Inspector, two Sergeants and six Police Constables, paid a study visit to the Devon and Cornwall Police in the United Kingdom from July 13 to 19.

Devon and Cornwall Police are responsible for the Devon County and Cornwall County in southwest England. The delegation took a close look at the host's community policing, training and human resources management, and emergency response to major incidents.

During the visit, the delegation members met the Director of People and Leadership, Mr Chris Haselden, and exchanged views on policing strategies and challenges. They also got briefings by officers from different police units on some aspects of local policing, including use of social media to strengthen communication with the locals, deployment of Police Cadets and Police Community Support Officers to enhance mutual understanding and trust, a Community Placement Scheme for police recruits' basic training, and a Joint Emergency Services Interoperability Programme to help emergency services understand one and another's professional knowledge and duties for boosting capability to handle emergencies.

The delegation also visited a Command and Control Centre and a Fire and Rescue Centre to study emergency handling strategies and facilities.

For the delegation members, the study visit was very successful, enabling them to exchange views and share policing experiences with their host, and cementing the co-operation between the host and the Force.
