Police College held a ceremony on December 4 last year to bid farewell to outgoing Knowledge Management (KM) Champions and welcome incoming ones, all at the rank of Senior Superintendent (SSP).
 
Stepping down as KM Champions are Assistant Commissioner (Personnel) Lau Chi-wai and two Deputy College Directors, Mr Cho Ming-lung and Dr Cheng Tak-ming. Deputy District Commander Kwun Tong Lee Nga-lai has been re-appointed KM Champion for another two years for Good Practices.
 
The four newly appointed KM Champions are SSP Lee Wai-man from Crime Wing for Detective Plus, SSP Tse Sau-keung from Kwai Tsing District for Storytelling, SSP Chin Tsang-lo from New Territories South Region for Peer Adviser Scheme, and SSP David Jordan from New Territories North Region for Lessons Learnt. Detective Plus is a new domain focusing on capturing and sharing knowledge and experience of crime investigation.
 
Speaking at the ceremony, College Director Paul Lau traced the developments of KM in the Force over the past 13 years. The Force is operating the KM Champion Scheme for sharing and retaining tacit knowledge. He took the opportunity to introduce a new KM governance structure, a Force KM Policy and Coordination Committee with the College Director designated as Force Knowledge Officer, who will be assisted by Deputy Director (2) as Chief Knowledge Champion in overseeing the long-term development of KM within the Force.
 
Mr Lau also took the opportunity to thank the outgoing KM Champions for their contributions to pushing KM initiatives forward for cultivating a KM culture within the Force over the past two years. Their concerted efforts had helped the Force in no small part capture the 2013 Hong Kong, Asian and Global (Independent Operating Unit) Most Admired Knowledge Enterprise (MAKE) Awards, he added.  
 
In the next two years, Ms Lee will continue to serve as a Force KM Champion and work closely with the four newly appointed KM Champions for sustaining the momentum of the KM Champion Scheme.  
 
Mr Lau also extended his gratitude to a College Honorary Advisor, Prof Eric Tsui, and his team from the Knowledge Management and Innovation Research Centre of the Hong Kong Polytechnic University for their invaluable advice and support for the Force's KM development.
 
In closing, Mr Lau referred to a quotation in a book, "The Fifth Discipline: The Art and Practice of the Learning Organization" by Peter Senge, which reads "Sharing knowledge occurs when people are genuinely interested in helping one another develop new capacities for action; it is about creating learning processes." 
 
Mr Lau hopes the Force KM Champions and Force members would work together to uphold the fine tradition of knowledge sharing within the Force.
