The Government announced on May 4 that the State Council had, on the nomination and recommendation by the Chief Executive of the Hong Kong Special Administrative Region, Mr C Y Leung, approved the appointment of Deputy Commissioner of Police Lo Wai-chung as the Commissioner of Police and the removal of Mr Tsang Wai-hung from the Principal Official post. 

On the same day, Mr Lo took up the new appointment while Mr Tsang began pre-retirement leave after serving the Police Force for 37 years, the announcement said.

Commenting on the appointment of Mr Lo, the Chief Executive said, "Mr Lo has served in the Hong Kong Police Force for nearly 31 years and has extensive knowledge and experience in the operations and management of the Police Force. Over the years, Mr Lo has made great efforts in enhancing the efficiency and professionalism of the Police Force. I am confident that he will lead the Police Force in meeting the challenges ahead."

Speaking of the retirement of Mr Tsang, the Chief Executive said, "Upon taking up the appointment as Commissioner of Police in January 2011, Mr Tsang has made commendable efforts in maintaining the law and order of the community. He has entrenched the service quality culture in the Police Force and demonstrated personal care and attention for frontline staff. Under his able leadership, the Police Force has continued to excel as a world-class professional law enforcement body. We sincerely wish Mr Tsang a happy retirement."

The Government also announced that Senior Assistant Commissioner Chau Kwok-leung succeeded Mr Lo as Deputy Commissioner.

Speaking at a Guard of Honour Parade at Police Headquarters on April 30, Mr Tsang said the Force has changed beyond recognition since he first joined in 1978, and it is now a modern and professional police service dedicated to serving the people of Hong Kong. 
 
"For decades, the men and women of the Force – regular, auxiliary and civilian – have strived to make Hong Kong one of the safest and most stable societies in the world. Crime rates continue to drop and the streets of Hong Kong have never been safer. Many say we are Asia's Finest, even one of the world's best. One thing of which I am sure is that the Force will never rest on its laurels. We have a great deal of talent in the Force and I am sure our organisation will continue to be a success," Mr Tsang said. He also expressed special thanks to the community leaders who have always supported the Force. 
 
Last but not least, Mr Tsang said, "There will be many things that I will miss when I retire from the Hong Kong Police. Most of all, I will miss the camaraderie, the teamwork and the esprit de corps so characteristic of our organisation. These have been the cornerstones of our success and I have to thank you all for making this possible."
