Tseung Kwan O Division (TKODIV) has carried out an extensive research during the Phase I of its "Operation HILLCASTLE". A survey and analysis of residents' awareness of burglary prevention revealed that most of the owners of the houses along Clear Water Bay Road left their foreign domestic helpers at home during working hours. When suspicious persons or vehicles appeared or when burglaries were committed, some of the domestic helpers did not know what to do.  In some cases, they waited until their employers returned before a report was made to the police.  


In view of this situation, TKODIV's Task Force Sub-unit organised an "Anti-Burglary Seminar for Foreign Domestic Helpers" under the "Operation HILLCASTLE" to brief the audience on what to do while coming across suspicious persons or activities, and how they could prevent crimes by co-operating with the police and their neighbours.


In addition, the Task Force also distributed copies of a "Smart Action Card" with guidelines on what to do while coming across suspicious persons or activities, which the foreign domestic helpers found very useful.
