Under the arrangements of the Police College, Chief Inspector Tang Yu-hin joined the International Visitor Leadership Program in the United States from September 8 to 29. The program, which was held by the United States Department of State, focused on protecting soft targets against terrorist attacks.


The program attracted the participation of law enforcement and security management officers from 12 countries and regions. The participants attended workshops and security briefings to explore the United States' efforts to prevent and respond to terrorist actions and to evaluate counter-terrorism programs. They also examined inter-agency initiatives to identify and protect soft targets through law enforcement, intelligence analysis and military collaboration. In addition, they studied civil rights laws.


Through exchanges with the United States' federal and state governments, security consultants and local school communities, the program enabled the participants to gain first-hand knowledge of the country's counter-terrorism policy and develop partnership with counter-terrorism counterparts in the United States.
