The Certificate of Knowledge in Policing Programme, run by the Community Relations Bureau of the Police Public Relations Branch, was accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications at Level 3 of the Qualifications Framework (QF) in January.


The 14-month part-time programme was newly designed for Junior Police Call (JPC) Advanced Leaders aged between 15 and 25 years old. This is not only the first QF-recognised vocational programme in the non-formal curriculum for youth, but also the first policing programme offered by the Force to non-police members and non-disciplined services sector.


The accreditation panel, comprising professors and experts, conducted a site visit to JPC@Pat Heung last November. The panel members were briefed of the programme and were very impressed with the curriculum, training facilities and staff members.


The programme facilitates young people's whole-person development and enriches their other learning experiences. It also develops their multiple intelligences, abilities and team spirit to cope with challenges, and inspires them for better life-planning and career development. The accreditation of the programme helps gain the support and recognition of schools and parents. In the long run, it will motivate more youngsters to join the JPC Scheme to become responsible youth leaders and fight crime partners.


The programme is free of charge and consists of six modules, namely Youth Development and Civic Education, Constabulary Duties and Community Policing, Criminal Justice System and Law, Criminal and Traffic Offences, Leadership Skills Training for Youth and Physical Development and Training. It is planned to offer up to three intakes each year, training a total of 150 JPC Advanced Leaders. The first intake will commence in July.


The first batch of JPC trainees is expected to graduate in August 2020. Those who pass the assessment will be awarded the "Certificate of Knowledge in Policing" while the outstanding trainees will be further awarded a scholarship sponsored by Gloria Ng Charitable Foundation Limited. The eligible JPC Advanced Leaders are welcome to enrol in the programme through the respective Police Community Relations Offices.
