The Major Incidents Bureau (MIB) of the Operations Wing ran the 14th Incident Command Course (InCC) between March 4 and 13 to enhance the command and control capabilities of officers in dealing with major incidents, terrorist attacks and public events.


Twenty-two police officers from the rank of Superintendent to Chief Superintendent, together with five representatives from other government departments that are members of the Counter Terrorism Emergency Coordination Team, attended the InCC.


Director of Operations Siu Chak-yee officiated at the opening of the InCC. He stressed that senior commanders of the Force should take all necessary steps to prepare themselves to command major and terrorist incidents as well as large-scale public events.


Guest speakers from the Security Bureau, the Fire Services Department, the Transport Department and the Hospital Authority as well as representatives of the Force shared their expertise in the course. Former Commissioner of the Boston Police Department Mr William Evans was invited to give a lecture on policing critical incidents with a case study of the Boston Marathon bombing.


A number of table-top exercises were conducted at the Police College with the aid of the Scenario-based Interactive Multiplayer Simulation to reinforce the learning experience of the participants. The exercises covered major incidents, terrorist attacks, public events and internal security scenarios.


At the end of the course, Deputy Commissioner (Operations) Tang Ping-keung presented certificates to the participants. He said the course has increased the participants' command knowledge, heightened their tactical awareness and strengthened their decision-making skills.
