In view of the commissioning of the Tuen Mun-Chek Lap Kok Link Northern Connection on December 27, Traffic New Territories South (T NTS) conducted an inter-departmental exercise, codenamed “RAINARROW 2020”, at the entrance of the Tuen Mun-Chek Lap Kok Tunnel (airport bound) on December 4. Participating units included Emergency Unit of NTS, the Fire Services Department, the Transport Department, the Hospital Authority, the Highways Department, the tunnel operator, the construction consultancy company, a towing company and a bus company.


The exercise simulated a traffic accident involving a double-decker bus and a private car collided at the tunnel entrance. The private car was overturned with smoke emitted and the driver and a passenger sustained serious injuries and were trapped, whilst there were ten-odd passengers on the bus sustained different levels of injury. Police units and all involved parties worked together to implement an emergency traffic control plan, conduct rescue and handle the casualties and affected persons.


The exercise enabled the frontline units to enhance their ability to assess situations and collaborate with each other, and boosted their capability to respond to major incidents in the new tunnel.
