The Cyber Security and Technology Crime Bureau (CSTCB) organises the Cyber Attack and Defence Elite Training 2022/23 - Youth Series (CADET Youth 2022/23) between December 2022 and February 2023. The kick-off ceremony was held at Hong Kong Metropolitan University with co-organisers in the Mainland and Macao on December 10, 2022. It was the first large-scale cyber security campaign in the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area) and attracted participation of more than 2 000 young people aged between 14 and 24.


Commissioner Siu Chak-yee and the officiating guests launched the kick-off ceremony. They included President of Hong Kong Metropolitan University Prof Lam Kwan-sing, Chairman of Hong Kong Capture the Flag Association Mr Frankie Leung and Chairman of Association of I.T. Leaders in Education Mr Albert Wong, Director of the Judiciary Police of the Macao Special Administrative Region Government, Mr Sit Chong-meng, and the Vice President of QI-ANXIN Technology Group, Mr Liu Jin, participated through video live-streaming to witness official launch of the event.


Speaking at the event, the Commissioner said that as of October 2022, the Force received more than 18 600 technology crime cases, an increase of more than 40% over the same period in 2021, and the loss amounted to HK$2.6 billion, which was a cause for concern. CADET Youth 2022/23, with the theme of “Zero Trust” in cyber security, invited youth from the Greater Bay Area to participate in the event to enhance the cultural exchange of cyber security talents, and to integrate with the region in line with the development of the country. The series of activities aim at promoting the message of cyber security in the Greater Bay Area, providing career planning for those who wish to join cyber security, and identifying cyber security talents.


The series of activities in CADET Youth 2022/23 include Cyber Attack Elite Game Design Competition, online quizzes and online game platform, as well as a simulated cyber-attack and defence competition on cyber ranges of the three areas. Competitions on cyber intelligence gathering, digital forensics, case investigation and incident response will also be held. For details, please visit the website https://hkcadet.net..
