Deputy Commissioner (Management) Chow Yat-ming (DCP MAN) was invited to attend the 16th Pearls in Policing Conference held in Sydney, Australia between May 21 and 23. Participants of the Conference comprised 23 police chiefs and leaders from Asia Pacific, Europe, Middle East, North America, Australia and international organisations. Themed “Next-Generation Policing: The New Reality”, the Conference focused on exploring the uncertainty and complexity of future policing. An academic forum, group discussions and peer-to-peer consultation were also held during the Conference.


DCP MAN, as keynote speaker of the session Dialogue with Police Leader, shared his valuable experience and how the Hong Kong Police Force (HKPF) faced the challenges during Operation TIDERIDER. He also had in-depth discussion and communication with the participants on HKPF’s strategic planning in digitalisation, human resources management and public engagement. DCP MAN further took the opportunity to establish closer cooperation with the police chiefs and leaders of various places.


Senior Superintendent of Cyber Security and Technology Crime Bureau Lam Cheuk-ho represented the Force to take part in the International Action Learning Group (IALG) this year. At the start of the Conference, IALG made focused analysis on three major issues in policing, namely Next Generation Police Officer, Trust and Legitimacy, and Technological Advancement. IALG also shared a preferred future scenario for 2033 and made various recommendations, e.g. adding “health and wellbeing” indicators into the operational performance sphere. Lam Cheuk-ho met with 20 global police executives in the Netherlands, Singapore and Australia respectively between November 2022 and May 2023. He believed that participation in international policing conferences would help HKPF create a positive image and would benefit the officers.
