MAR
Marine (MAR), together with the Fire Services Department (FSD), Marine Department and Government Flying Service, conducted an inter-departmental major maritime incident exercise codenamed FLIGHTMASS 2023 off Ha Mei Wan, Lamma Island to strengthen the officers’ response and co-operation abilities for handling major maritime incidents.
The exercise simulated a collision between a passenger ferry and a speedboat, causing multiple casualties with man overboard. The officers quickly rescued those who had fallen into the sea, conducted initial triage for first aid and conveyed all the affected persons to the Central Government Pier for triage by medical personnel. MAR officers made use of the instant messaging application P-Chat in the exercise for the first time to dovetail with the Patient Tagging System for Multiple Casualties Incidents from the FSD for more effective tracking of the casualties and assisting the relevant persons to locate their missing relatives.
KE
Operations of Kowloon East (OPS KE) conducted a major incident exercise codenamed CROSSFOREST with the Fire Services Department, Government Flying Service, Agriculture, Fisheries and Conservation Department, Hospital Authority, Civil Aid Service and Auxiliary Medical Service on November 10 to assess and strengthen the communication and interoperability among different departments in handling a hill fire with large number of casualties.
The exercise simulated a serious human-caused hill fire in Pak Tam Country Trail, Sai Kung that resulted in massive casualties and required immediate evacuation and rescue. The 3D mapping model constructed by small unmanned aircraft, 3R Rescue Solution developed by the Information Systems Wing and the newly introduced Mobile Command Post facilitated the joint mobile command centre grasping real-time situation of the search and rescue operation and physical status of rescuing parties. Over 350 officers from various formations, as well as teachers and students of secondary schools in KE, joined the exercise.
NTS
The Operations Wing of New Territories South (OPS NTS), together with the Fire Services Department, Airport Authority, Hospital Authority, MTR Corporation, Civil Aid Service and St John Ambulance, conducted an inter-departmental major incident exercise codenamed YELLOWFORTRESS at the MTR Airport Station on November 18.
The exercise simulated a train derailment of the Airport Express, resulting in mass casualties that required immediate evacuation and support. The Regional Response Contingent of NTS arrived at the scene to take overall command of the operation in the exercise for co-ordinating multi-departmental rescue actions promptly. In the meantime, officers made use of the instant messaging application P-Chat to supplement FSD’s Patient Tagging System for Multiple Casualties Incidents for higher efficiency in identifying the injured. The exercise involved more than 300 participants, including mentees of the Police Mentorship Programme, for enhancing their awareness of proper response in a major incident.
