Police performance positive, staff say

Some 64 per cent of Force members say its performance is good, according to the Staff Opinion Survey.

Along with the Customer Satisfaction study, the survey was conducted independently in October as part of the Force's on-going Survey Strategy, which was launched in 1999. Hong Kong University interviewed 3,762 staff members, representing an excellent response rate of 99 per cent, with most respondents agreeing the Force's overall performance was good.

Director of Management Services Gordon Fung Siu-yuen noted that there had been no departure from the outcome of the 1999 survey in which 64 per cent of the same number of staff respondents were satisfied with Force performance.

"These findings are, more or less, consistent with the 1999 figures, and we are glad to see from them that staff are proud of the Force's overall performance on all fronts. Most of our colleagues hold a strong belief in the Force Vision and Values and are committed to doing a good job," he said.

Mr Fung noted that: "Areas of concern such as internal communication, training, internal transfer and resource deployment were raised in the Survey and it is pleasing to see many respondents taking the opportunity to write their personal comments on the areas they felt needed most improvement. Over 400 pages of written comments were collected from the survey, providing much useful feedback that will be carefully studied."

Mr Fung emphasised that Force Management attached great importance to these comments and would closely examine the best way to address specific areas.

He said Training and Staff Relations Officers (TSROs) would pass details of the Survey findings to Force members over the coming months.

Major formation commanders would also study the findings and feedback, and decide how any concerns could best be resolved.

Force Management would continue to address those issues that have Force-wide implications.

These included resource deployment, communications systems and management change.

"In an organisation as large as the Force, changes inevitably do take time" Mr Fung said, stressing that they would be monitored and staff at all levels would be updated through the most appropriate channels, including regular articles in OffBeat.
