Kowloon workshops against complaints

In session: Yau Tsim officers participate in CAPO Kowloon's complaint prevention workshop

More than 90 supervising Non-Commissioned Officers and Inspectors from Yau Tsim District attended complaint prevention workshops organised by the Kowloon Complaints Against Police Office last month.

Aimed at enhancing complaint prevention awareness among frontline officers, three workshops were held in Tsim Sha Tsui and Yau Ma Tei Police Stations on June 8, 15 and 22.

Attendees were briefed on the structure and work of the Complaints and Internal Investigations Bureau and CAPO, complaint investigations and case classification.

Independent Police Complaints Council member Dr Lo Chi-keung spoke on the work and function of the body, and officers also shared their experiences in facing complaints.

Yau Ma Tei Division Patrol Sub-unit Team Three Sergeant Cheng Tak-shing said a minor technical mistake could lead to a complaint.

"One of the topics we discussed was supervisory accountability.

"As a supervisor, we should give clear instruction at appropriate times to remind our subordinates of indispensable procedures."

Tsim Sha Tsui Division Patrol Sub-unit Team Three Senior Inspector Anthony Yim Chi-wai said: "The workshop gave me a lot of inspiration and reminded me of the importance of notebook entry.

"Some colleagues may think it is not a big deal but careful and detailed notebook entries are useful if we need to defend ourselves in a complaint."

Yau Tsim District Special Duty Squad Team Two Sergeant Chow Kwok-wing said the workshop gave him a clearer understanding of CAPO's handling of complaints.

"The group discussion was very useful and the instructors' advice really helped me analyse the cases in a more objective way."

CAPO Kowloon Superintendent Lee Kwan-hing hoped attendees would pass their knowledge gained from the workshops to their subordinates.

He added that a careful review on the program and the format of the workshop would be conducted before extending it to other formations.
