Complaints prevention seminar in NP

Sound advice: Dr Koo Ming-yan briefs NP officers

June 2 saw a complaints prevention seminar held for Inspectors and Junior Police Officers at North Point Police Station. Independent Police Complaints Council lay observer Dr Koo Ming-yan was the guest speaker.

Dr Koo spoke about common complaints like impoliteness, swearing and abuse of authority, adding that most complaints were unnecessary and initiated when an officer failed to give an appropriate explanation during a stop and search or summonsing. He said officers should adopt a friendly approach and apologise for causing any inconvenience, and also mentioned the advantages of informal resolution.

Dr Koo suggested that the Force should consider further educating the public to allow them to understand police operational needs, and further educate officers in adopting a courteous attitude and mutual respect in handling the public.

After discussions, NP officers said empathising with those in distress could help minimise complaints. Frontline officers should seek their supervisor's assistance whenever they encounter conflict and adverse situations, and supervisors should be tactful with their interpersonal skills when settling disputes.

The officers hailed the top opportunity to exchange opinions with an IPCC lay observer, saying they learned a lot from the seminar.
