Force implements Winter Precautions measures

With Christmas and the New Year round the corner, the Force will implement Winter Precautions measures to protect the public during a period of time traditionally regarded as vulnerable.

The Director of Operations, Mr Tang King-shing, pointed out that public reassurance and support as well as crime prevention are the major components of winter precautions.

Distributing anti-crime leaflets

"In putting together the strategic plan for this year's Winter Precautions, the Force has taken into account the prospect of a large number of tourists, both from the Mainland and overseas, visiting the territory during the forthcoming festive season and the period leading to the Lunar New Year.

"There is a need to assure the public of our determination to protect them during this perceived vulnerable period, and to enlist their support for our efforts to prevent crime. Throughout this year, all Regions and Districts have adopted various initiatives in pursuing the Commissioner's Operational Targets 2003, which include maintaining the fight against violent crimes, and cracking down on quick cash crimes.

Strong visible uniformed presence

"During the Winter Precautions, the Force will continue to maintain strong visible uniformed presence on high risk premises and in identified problem areas," said Mr Tang.

He added: "Regions and Districts will map out their own implementation plans in accordance with the Winter Precautions strategy. Members of the public will be urged to adopt appropriate preventive measures in order to support the Force's efforts in combating crime. Our officers will take every opportunity to discuss these issues at all levels with members of the public, including District Councils. Crime prevention activities, such as leaflet distribution and other localised publicity drives, will be organised."

Mr Tang also stressed that during the festive season, the Force would maintain strict enforcement actions against fireworks related offences and serious traffic obstructions.
