IPCC Members observe checks on licensed premises

Eight members of the Independent Police Complaints Council (IPCC) observed how officers from Yau Tsim District and Police Tactical Unit conducted checks on licensed premises in Yau Tsim District in the late evening of September 10.

The members were Mr Yeung Yiu-chung, IPCC Vice-Chairman, Mr Chan Bing-woon, Mr Edgar Kwan, Dr Shum Ping-shiu, Dr Charles Koo Ming-yan, Mr Hui Yung-chung, Dr Michael Tsui Fuk-sun and Mr Frederick Tong Kin-sang.

Their visit started with a briefing given by Acting District Commander Carmen Lo on the strategies to tackle prevalent policing problems in respect of licensed premises. After the briefing, the party observed officers of Yau Tsim District and Police Tactical Unit conducting "Operation Levington" in a disco. The Assistant District Commander (Crime) Joseph Yeung also explained to the visitors the difficulties frontline officers encountered in conducting licensed premises checks.

Accompanying the visitors were Assistant Commissioner (Service Quality) Charles Wong and Chief Superintendent Debbie Chang of Complaints & Internal Investigations Branch (C&IIB). This visit was organised by C&IIB as part of a programme to further enhance IPCC members' understanding of frontline policing.
