Officers impart newly gained knowledge

In accordance with the recently formulated Human Resources Management (HRM) Strategy of Hong Kong Island Region, officers returning from overseas courses, attachments or visits are being invited to share their newly gained experience and knowledge with other officers of the Region through seminars and presentations.

Under the new arrangement, officers, including JPOs, after completion of their overseas course, attachment or visit, will be asked to give a briefing to Regional senior management during routine weekly meetings so that experience, knowledge and learning points can be identified and evaluated. This briefing will enable a decision to be made on whether a more comprehensive experience-sharing seminar should be organised for other officers of the Region.

The first of such an experience-sharing session was held at the PHQ Auditorium last month for Inspectorate officers and above in HKI Region. During the session, SP Crime HKI OPS Albert Chan Kin-hung, DVC CWDIV Alan Sin Kam-foo, SP RCCC HKI Paul Mounsey, and DVC WFDIV Chris Tang Ping-keung talked of their attendance at the prestigious FBI National Academy. The subjects covered included Geographic Profiling of Crime Suspects, Crime Scene Safety, Forensic Toxicology and the Computer Statistics by the New York Police Department.

Speaking at the conclusion of the session, HKI Regional Commander Xavier Tang Kam-moon pointed out that overseas training was an integral part of the Force's HRM Strategy. Apart from providing an opportunity for personal development, overseas training also enhanced networking with overseas agencies. By asking officers to impart the knowledge and experience they gained to fellow officers after they have returned, the cost effectiveness of overseas training can be maximised, whilst at the same time making a significant contribution to the organisational development of the Force as a whole.

Officers, particularly JPOs and inspectors, could also polish their presentation skills through the briefings and experience-sharing sessions, said Mr Tang.
