SP speaks on crowd management at
Guangdong Police College

Superintendent Wong Pui-cheong of Police Tactical Unit Headquarters was given another challenging task in January this year shortly after the closing of the Hong Kong Ministerial Conference (HKMC) - to impart his experience in crowd management, with particular reference to HKMC, at the Guangdong Police College in Guangzhou.

SP Wong was invited to speak at a training course titled "Grand Provincial Training on Planning and Managing Major Crowd Events", which attracted an audience of over 1,000 Directorates and their deputies from Municipal and County Police Bureaux all over the Guangdong Province, and some senior officials of the Guangdong People's Armed Police. The training course comprised five seminars, each lasting for one week, held between February and March this year. Each session drew about 250 participants, and training was demanding, as all of them were required to pass a written assessment upon completion of their training course.

In view of a rush in preparing his talks, SP Wong approached Superintendent Chan Wan-lung from the Police College for advice and assistance. Both of them eventually joined hands in planning the seminars, with one part introducing the concept of "Conflict Management" and the other of "Crowd Control and Management". For the second part of the seminars, SP Wong incorporated a lot of information and experience gained from HKMC.

"PTU HQs had spent over a year in preparing for the HKMC operation. I did not expect a new assignment would have come so quickly..." SP Wong said as he revealed his exciting task in Guangzhou. He recalled beginning his preparation by setting the direction and scope of the seminars, and followed up by drawing up notes for discussion with his Mainland counterparts.

Every Wednesday from mid-February to March, SP Wong and his partners spared a whole working day from their busy work schedule for their special task. They travelled to Guangzhou by train early in the morning in order to have more time for preparing for the seminars due to start in the early afternoon. They also studied the course critiques after each seminar, with a view to improving the contents as well as presentation, before returning to Hong Kong in late evening. SP Wong, however, felt great for this remarkable experience, despite the hectic travelling.

He recalled: "Initially I was a little worried whether the seminars would satisfy their training needs. My worry was gone soon after the first session was over because the participants had shown immense interest in the topic, and they raised many questions during the seminar. They were especially interested in the command and control structure of the Force in policing HKMC."

SP Wong extended especial thanks to SP Chan Wan-lung and SIP Wong Chee-wang of the Visual-aids Section, PTU HQ. The latter had provided solid technical support to SP Wong every time they went to Guangzhou. "The seminars would not have been so successful without the help of SP Chan and SIP Wong," admitted SP Wong.

SP Wong has found his task very meaningful and significant, given the high level and large number of attendants at the seminars. He foresees more opportunities and scope for experience sharing between the Force and the Mainland PSB in the future.
