Force "Oscar" results announced
Raising complaints prevention awareness

A first ever Complaints Prevention Training Video Competition was launched by the Complaints Prevention Committee (CPC) last September as the lead of a series of complaints prevention awareness campaign.

"The competition does not only provide an opportunity for officers to share their experiences and lessons learnt during their daily interaction with the public but also a chance for them to involve other colleagues thereby raising their complaints prevention awareness and to have their talents come to the fore," said the CPC Chairman, Superintendent Cheung Kin-kwong when addressing the Complaints Prevention Training Video Presentation Ceremony on February 26.

The competition has drawn very positive response with 32 teams participating in the competition. Entries came from different formations and encouragingly a number of the teams were made up of officers from different units who had taken the initiative to form their own teams, illustrating their enthusiasm and commitment to reducing complaints.

The videos will in the end be used as a blueprint for training videos in the Formation Training Days and Complaints Prevention Workshops.

For the competition, an adjudicating panel was formed, comprising members with professional background like famous film director, Ms Ann Hui On-wah and other experts in video production and photography. Eventually, 11 entries were shortlisted for nomination of eight awards.

Ms Hui said she was impressed with the standard of the productions and the officers' creativity and skills in filming, directing and acting. Apart from providing a quality service to the public, the versatility of police officers cannot be ignored.

As one final word to officers attending the ceremony, Superintendent Cheung said: "Empathy and the mindset of putting yourself in others' shoes are key elements contributing to get a job well done."

Attending the ceremony as guests of honour are Ms Ann Hui On-wah (film director), Dr Koo Ming-yan (member of Independent Police Complaints Council), Mr Mike Dowie (DMS), Mr Ma Wai-luk (ACP SQ), Mr Fan Sik-ming (CSP C&IIB), Mr J P Ribeiro (SSP CAPO), Mr Sam Tam Yiu-hung (Programme Officer of HK Police College) and Mr Wong Cheuk-kim (Chairman of JPOA Photography Club).

When the winners were interviewed on the stage, they unanimously pointed out that the competition provided an avenue for them to share their experiences and observations during their interaction with the public and translating reality to a video. It strengthened the team spirit as they had to work closely together to prepare the plot, script, music, casting, props, costume and location arrangement, filming, sound recording, editing and other post-production work. Given limited resources, they have learnt how to optimise usage. The competition is a more interactive process in disseminating and ingraining complaints prevention message into police officers. They added that it is an invaluable experience for them and were grateful for the support from their senior officers and the CPC for providing them the opportunity.

CPC

The CPC was formed in 1992 as part of the Force's initiatives to reduce preventable complaints. It comprises a cross section of experienced frontline officers from different Major Formations who are committed to preventing and reducing complaints and to inspiring their colleagues to achieve the same goal.
