LLB members on night visit

While the Liquor Licensing Board (LLB) is the statutory body to issue liquor licences, the Force plays an important role as the sole enforcement agency regarding liquor licences. To enhance co-operation between the executive arm and the operational units, the Police Licensing Office of Support Wing arranges annual "Field Trip" for LLB members.

The trip is a "fact-finding" journey with a view to allowing members to take a look at the environment at night and giving them a better idea of the operation of different types of premises with liquor licences, as well as enforcement action by the Police. This year, the trip was held on the evening of November 28.

Led by Board Chairman, Mr Felix Fong Wo, and accompanied by officials from the Food and Health Bureau, Food and Environmental Hygiene Department, Fire Services Department, Buildings Department, Environmental Protection Department, and Force members from various Police Districts, the LLB members visited upstairs bars and discotheques in Tsim Sha Tsui, Mong Kok and Central, as well as bars in residential areas. During the trip, issues concerning imposition of additional licence conditions, fire safety, setting of patron capacity limit and handling of industrial noise complaints were discussed and views were exchanged.

Not only LLB members gained a better understanding of the liquor licence environment of individual Police Districts, but Force members also had the opportunity to establish dialogue with the executive arm and other relevant government departments. This has led to a better appreciation and understanding of the issues involved in processing liquor licence applications.

The fact-finding night visit further enhances the liaison between the Liquor Licensing Board and the Police Licensing Office
