Forty citizens were commended at the Good Citizen Award (GCA) Presentation Ceremony on June 22 for helping the Police fight crime. The Award, presented twice a year, is organised by the Police Public Relations Branch with sponsorship from the Hong Kong General Chamber of Commerce (HKGCC).

With the help of the awardees, more than 30 people have been arrested for a variety of offences, including manslaughter, theft, burglary, robbery, indecent assault and attempting to obtain property by deception. Each GCA winner received a certificate and a cheque for $2,000 at the ceremony.

Three of the awardees, Mr Chan Chun-yin, Ms Tam Shuk-yee and Mr Chan Kai-lok, have helped the Police arrest a man for misleading police officers. In this case, the Police were handling a dispute at Hart Avenue, Tsim Sha Tsui, in July last year when a man involved in the case lodged a complaint of being assaulted by a police officer. The three awardees, who passed by the scene and witnessed the whole incident, later testified in court that there was no bodily contact between the complainant and the police officer. The complainant was subsequently charged with knowingly misleading a police officer and sentenced to two months' imprisonment.

Online crime

Another good citizen, Mr Lai Gee-kin, has assisted the Police in arresting a man for making and possessing child pornography.

During an on-line chat, Mr Lai learned that a 13-year-old girl had refused to pose for nude photos as requested by a man recruiting photo models on the Internet. Mr Lai found another victim on the net and he later accompanied the two girls to make a report to the Police. Police subsequently arrested the man and seized over 1 700 copies of erotic photos of 11 girls. The man, convicted of making and possessing child pornography, as well as indecent assault, was jailed for 49 months.

Speaking at the ceremony, Director of Management Services Tang How-kong praised the awardees for their courage and thanked them for joining hands with the Police in fighting crime. He pointed out that public support for the Police was crucial to maintaining a stable and harmonious society.

The Chief Executive Officer of HKGCC, Mr Alex Fong, and a member of the Fight Crime Committee, Mr Wilfred Ng Sau-kei, attended the presentation ceremony as guests of honour.

Praise for the Force

Speaking at the ceremony, Mr Fong praised the Force for discharging duties impartially and courageously, upholding rule of law and protecting every member of the public. He added that with police-community partnership, none could get away with crimes.

Before the award presentation, a new TV Announcement in the Public Interest (API), "Anti-shop Theft", was premiered to launch the Fight Crime Publicity Campaign for 2010-11.

The TV API, with Cantonese and English versions, together with a corresponding radio API in Cantonese, Putonghua and English, started broadcasting on the evening of June 22 to remind the public of the serious consequences of shoplifting and that greed could lead to a lifetime of regret.

The Fight Crime Publicity Campaign is planned and run by the Fight Crime Committee Publicity Sub-Committee, which comprises representatives from the Security Bureau, Police, Home Affairs Department, Information Services Department, Social Welfare Department and District Fight Crime Committees.
