Force hires NEC as Police Community Liaison Assistants |

Over the years, the Force has adopted various measures to engage the Non-ethnic Chinese (NEC) communities. To further enhance this engagement, the Force has introduced a pilot scheme on "Hiring of NEC personnel as Police Community Liaison Assistant" (PCLA) through hire-of-service for five selected Police Districts - Wan Chai, Yau Tsim, Kowloon City, Kwai Tsing and Yuen Long - for nine months from September 1 to May 31 next year. The objectives of the scheme are to: a) Enhance engagement with NEC communities from various perspectives; b) Improve understanding of police services by NEC communities; c) Support frontline officers and raise their awareness of the problems faced by NEC communities; d) Secure the support of NEC communities for crime prevention; and e) Strengthen partnership with Non-government Organisations, interest groups and government departments. The effectiveness of the pilot scheme will be carefully assessed before the Force considers the feasibility of long-term hiring of liaison personnel from NEC communities. The PCLAs should be permanent residents of Hong Kong, who have completed Secondary Five education or equivalent, and are proficient in spoken Cantonese and one of the languages of Thai, Nepali, Urdu and Punjabi, both written and spoken. They will work under the direction and supervision of the Police Community Relations Officers of the Districts selected for the pilot scheme. PCLAs are primarily responsible for providing assistance and support to Police Districts on liaison work and activities for NEC communities. Working hours will depend on the needs and circumstances of individual Police Districts. Police Public Relations Branch (PPRB) provided tailor-made induction training to five PCLAs on September 1, with a view to fostering a sense of belonging and enhancing their understanding of police community relations work and their roles as PCLAs.
