Hong Kong Police has a well-deserved reputation for the integrity, professionalism and dedication of its officers and has been an integral part of maintaining Hong Kong as one of the safest and most stable cities in the world, the Commissioner on Interception of Communications and Surveillance, Mr Justice Darryl Gordon Saw, said at a passing-out parade at Police College on June 22.

Mr Justice Saw noted that Police, along with Department of Justice, defence counsel, judges and jury, had an important part to play in the Criminal Justice Process, an integral part of the rule of law in Hong Kong.
 
Each stakeholder must work together towards the same goal, which is a just and fair outcome, he added.
 
"Whether or not a conviction arises out of your investigation or a sentence is imposed at a level you consider appropriate or you consider that the questions being asked of you are irrelevant or offensive to you, is ultimately not the main issue. You will have played your part in the Criminal Justice Process and that is what matters," he said.
 
Meanwhile, Mr Justice Saw reminded the graduates that how they behaved in both their public and private lives would be subject to close examination, and that was the essential obligation brought by the privilege to serve as a Police Officer.
 
He said, "Any transgression or fall from grace will affect not only you as an individual but also your colleagues and the Hong Kong Police as an institution." He believed the graduates would readily assume that responsibility.
 
Finally, he encouraged the graduates to keep an open mind and be receptive to the ongoing lifelong learning process.
 
A total of 34 probationary inspectors and 204 recruit police constables passed out.
