| Objectives
Through the Best Security Services Awards Scheme, the Police aims to motivate the security services industry to raise their standard of security and property management, provide all citizens with quality security services, and thereby prevent crimes. The Scheme also commends personnel in the industry for their outstanding performance in helping the Police combat crime during the past year.
The Schemes
The Crime Prevention Bureau and Regional Crime Prevention Offices organise an array of award schemes every year, including the Security Services Best Training Award, Best Security Services Awards and the Best Security Personnel Awards.

The Security Services Best Training Award (BTA) is organised by the Crime Prevention Bureau of the Hong Kong Police Force and the Security Services Training Board of the Vocational Training Council, with the support of the Security and Guarding Services Industry Authority.
The award aims at encouraging security companies to develop long-term training programmes with a view to enhancing the quality and professional competence of their security officers.
The Security Services BTA comprises four categories: “Type I Security Company Licence” (general security services with 501 or more staff), “Type I Security Company Licence” (general security services with up to 500 staff), “Type II Security Company Licence” (offering armoured transportation service), and “Type III Security Company Licence” (offering security system design, installation, maintenance and repair services).
In the BTA scheme, resources allocated by participating companies to their training activities are assessed. Selection criteria include the number of training hours and participating staff in the past 12 months, the scope of the training courses, and the involvement and support of the management.
Gold, Silver, Bronze and Merit Awards were presented to 36 security companies at the 3rd BTA Presentation Ceremony on March 19, 2013, giving recognition to their efforts in enhancing the professional competence of their staff.

Hong Kong Island Regional Crime Prevention Office of Hong Kong Police Force held the Hong Kong Island Best Security Services Awards 2011-2012 Presentation Ceremony at Queen Elizabeth Stadium, No. 18, Oi Kwan Road, Wan Chai on 2nd November 2012 to give recognition to the security industry personnel for their distinguished performance and professionalism, and to convey commendations to those property management companies equipped with sound security facilities for their outstanding services over the past year on Hong Kong Island. This serves as an incentive for the security industry to strengthen and enhance the quality and effectiveness of the overall security management, and, by working in concert with the Police, ensures people a secure, safe and orderly living and working environment, making Hong Kong remain one of the safest cities in the world.
Over 1,400 nominations were submitted to compete for the 100 ‘Outstanding Industrial/Commercial Property Management’ awards and 100 'Outstanding Residential Property Management’ awards. Besides, 200 security guards with remarkable professional performance were either awarded 'Outstanding Security Personnel' or 'The Best Security Personnel'. Among them, 10 were selected by a selection panel comprising representatives of Security and Guarding Services Industry Authority, The Hong Kong Association of Property Management Companies, Four-District Fight Crime Committee on Hong Kong Island and Hong Kong Island Regional Crime Headquarters of Police, and were awarded ‘The Best Top Ten Security Personnel’. They made significant contributions in terms of preventing crime and safeguarding individual property whilst holding their posts during the past year, and also assisted the Police in arresting the offenders in burglaries, thefts, criminal damage and sexual abuse, for one of them, he repeatedly displayed alertness and professionalism in the Security Personnel Alertness Campaign conducted by Police.
Furthermore, representatives of various companies, organizations, institutions and schools that enthusiastically supported and helped the Police to deliver crime prevention messages were invited to attend this activity and received appreciation from the Hong Kong Island Regional Commander, Assistant Commissioner of Police, Dr. CHEUK Chun-yin.

On 19th April 2012 the Kowloon West Regional Crime Prevention Office, in association with the Hong Kong Association of Property Management Companies (HKAPMC) and the Security and Guarding Services Industry Authority (SGSIA), organised the Kowloon West Best Security Services Awards Presentation Ceremony at The Police Sports and Recreation Centre, Mongkok. The event was organised to promote professionalism in the security industry through commending property management companies and security guards in Kowloon West for their excellent work in managing access control of premises and assisting the Police in combating crime. A total of 188 security personnel and 384 property management companies were awarded Outstanding Security Guard Awards, Best Security Guard Awards, Outstanding Managed Property Awards, Best Managed Property Awards, Outstanding Managed Public Carpark Awards and the Best Managed Public Carpark Awards.
Police Kowloon West Regional Commander, Mr Fan Sik-ming; Chairman of the SGSIA, Mr Cham Ka-hung; and previous President of the HKAPMC, Dr Cheng Kam-wah, were invited to officiate at the ceremony.

Kowloon East (KE) Regional Crime Prevention Office, Security & Guarding Services Industry Authority and Hong Kong Association of Property Management Companies jointly hosted the 2011-2012 Kowloon East The Best Security Services Awards Presentation Ceremony at Tsz Wan Shan Community Hall on October 25.
The ceremony was organized with over 300 participants, in which 41 property management representatives were presented with Outstanding Partner and Best Partner Awards; 75 with Outstanding Security Personnel Permit Holder Awards and 27 with Best Security Personnel Permit Holder Awards.
In addition, three gold awards, two silver awards and one bronze award were presented to the winners chosen from the 27 best security guards. The gold award winners were security guards of a construction site in Tseung Kwan O area. The gold award winners were complimented for their bravery and sober mind in assisting police in subduing and arresting four suspects who were attempting to escape from the burglary scene.
Presenting the awards were Chairman of the Security & Guarding Services Industry Authority, Mr. Daniel CHAM Ka-hung, BBS MH, JP; President of Hong Kong Association of Property Management Companies, Mr. IR Alkin Kwong JP; and KE Regional Commander LI Kin-fai. Chairmen of Kwun Tong, Wong Tai Sin and Sai Kung Fight Crime Committees and District Commanders of KE Region were on hand to show their support to the ceremony.
The award presentation forms part of a crime prevention project initiated by KE Region - Public Rental Housing Estate Access Control Project - to enhance access control of visitors to, and prevent burglaries in, public rental housing estates.
Speaking at the ceremony, Mr. LI encouraged frontline security personnel to step up patrol, remain alert, and keep on reminding residents of household security. He also stressed that police maintain close contacts with security companies of housing estates to combat crimes committed in buildings and domestic units, including those related to debt collection activities.
KE Region hoped that the award scheme would further motivate the stakeholders concerned to upgrade the standard of their security measures in private housing estates, car parks and shopping centres, Mr. LI added.

2011-2012 NTS Best Security Personnel Awards Presentation Ceremony was successfully held on 9th October 2012 in Tsuen Wan City Hall. It not only complimented and recognized the outstanding performance of security guards in the past year, but also motivated security and property management companies to maintain and enhance the quality services they provide for members of the public and shopkeepers.
Besides Mr YU Mun-sang, Regional Commander, New Territories South, who officiated at the ceremony, prizes were presented by Mr CHAM Ka-hung, B.B.S, M.H., J.P., Chairman of Security and Guarding Services Industry Authority, Mr YIM Yuk-lun, Stanley, J.P., Chairman of Tsuen Wan District Fight Crime Committee, Mr LEUNG Chi-kin, M.H., Chairman of Sha Tin District Fight Crime Committee, Dr YEUNG Hoi-shan, Chairman of Kwai Tsing District Fight Crime Committee, Mr CHAN Yin-tim, Michael, Director of Hong Kong Security Association, Mr TANG Kwok-hoi, Executive Director of Hong Kong Security Association, as well as District Commanders of the Police. Speaking at the ceremony, Mr YU Mun-sang pointed out that there had been a continuous decrease in burglaries in different block types in New Territories South Region, including residential premises, factory estates, shopping centres and retail outlets, since the election was first held in 2007. Such downward trend was encouraging. This result was not only the concerted effort by the residents, the shopkeepers, leaders of community and the Police but also the contribution by the security guards in the region who dedicated and devoted themselves to duty night and day, strived against crimes, provided crime information and even assisted in the apprehension of culprits.
The Election Panel was comprised of chairmen of District Fight Crime Committees, representatives from the security service and members of Crime Prevention Bureau. Out of 784 nominees, 277 were elected ‘Quality’ officers while 110 were elected ‘Outstanding’ officers. ‘The Best’ Security Guard Award, comprising one gold, one silver and two bronze prizes in the ‘Residential’ section and one gold, three silver and one bronze prizes in the ‘Commercial’ section, went to 9 of the nominees. Competition was really intense.
The ceremony was well-attended by 750 people. The prizes, presented to the winners in the presence of their families and workmates, were a mark of appreciation for the winners’ hard work and devotion to duty over the past year.

Since 2006, NTN Regional Headquarters have conducted the ‘Best Security Guard Awards’ annually to compliment the outstanding security guards. Effective security management not only rely on security personnel doing the security work, but also requires quality security management measures to achieve optimal effect. Therefore, each ‘Best Security Guard Awards’ will be held with the purpose of gathering security personnel for sharing experience and learning quality security management from each other so as to encourage raising the standard of their professionalism.
In 2010, the ‘NTN Best Integrated Security and Management System Competition’ which was classified into four categories including shopping centres and markets; car parks; industrial and commercial buildings; and residential buildings, and gained support and favourable comments from the employees of the industry. There are many construction sites and roadside construction work within the Region and the security of these sites is one of our main concerns. RCPO NTN therefore held the ‘Best Security Guard Awards 2012’ and ‘Best Construction Site Security and Management Awards 2012’ with an aim to remind the employees of the industry to pay attention to the security of the sites and to encourage them in further improvement the quality of their service.
The presentation ceremony of ‘Best Security Guard Awards 2012’ and ‘Best Construction Site Security and Management Awards 2012’ was held successfully at Yuen Long Theatre on 2013-02-28. The largest number of participants including 3,368 security guards from 189 housing estates took part in the ‘Best Security Guard Awards 2012’. Members from the Security and Guarding Services Industry Authority, the Hong Kong Security Association and the Crime Prevention Bureau were invited to form a jury and they selected 440 ‘Outstanding Award’ winners from the record-breaking number of participants. Amongst these winners, 10 groups of ‘The Most Outstanding Ten Best Security Guards’ in which winners of gold prize, silver prize and bronze prize were selected.
Besides, the ‘Best Construction Site Security and Management Awards 2012’ also attracted 62 construction sites within the Region to participate in the competition. Members from the Department of Mechanical Engineering of Hong Kong University, the Hong Kong Association of Property Management and the Crime Prevention Bureau were invited to form a jury and they selected winners of gold prize, silver prize and bronze prize of the ‘Category of Residential Construction Site’ and the ‘Category of Roadside Construction Work’ respectively.
The guests of honour of the presentation ceremony this year included ACP SO Kam-sing, RC NTN, Mr. Daniel CHAM Ka-hung JP, chairman of the Security and Guarding Services Industry Authority, the chairpersons of all District Fight Crime Committees within the Region and officers from Police Headquarters and various Districts. In addition to prize presentation, video clips made by the organizer of how the gold prize winners won their honour were played back to 800 plus guests. In addition, in order to liven up the ceremony, the famous Tuen Mun Government Primary School Choir was invited to give performance. After the ceremony, all guests and prize winners enjoyed refreshments in a joyful atmosphere and shared the feelings of winning prize as well as crime prevention knowledge.

Enhancing the Standard of Security Services

With a view to engaging the community in tackling burglary in the northern New Territories, “Project Stronghold” was launched in September 2006. To promote the main objective, The Regional Crime Prevention Office of New Territories North (NTN) organises the Best Security Guard Awards on a yearly basis. Security guards with outstanding performance received the awards as they set good examples to others in the industry, thereby enhancing the standard of service provided to the residents in the region.
The NTN Best Security Guard Awards 2011 recorded the highest level of participation yet, with 619 candidates and 188 housing estates. On 16th February 2012 the selection panel, consisting of Chairman of Security and Guarding Services Industry Authority, Mr. Daniel CHAM, MH, JP, Executive Director of the Hong Kong Security Association, Mr. Charles TANG, and Chief Inspector Roger LAU of the Crime Prevention Bureau, confirmed the awardees to receive one Gold, two Silver and three Bronze awards amongst the eleven Top Ten Security Guards (due to tied scores).
The ceremony was held at Yuen Long Theatre on 26th April 2012 and was officiated by Mr. CHAU Kwok-leung, Regional Commander of New Territories North, Mr. Daniel CHAM, MH JP, Executive Director of HKSA, two District Fight Crime Committee Chairmen and community leaders from NTN. Apart from the group of Gold Awardees sharing their working experiences with the floor, students from Tung Wah Group of Hospitals Tang Shiu Kin Primary School and The Hong Kong Eng Clansman Association Wu Si Chong Memorial School also performed rope skipping and Latin dancing during the ceremony.
Considering the excellent support and assistance provided by related groups and associations in helping the Police fight crime in 2011, Mr. CHAU Kwok-leung presented nine ‘NTN Good Fight Crime Partner’ certificates as a token of thanks for their valuable contributions.
