| Service Outline: | In order to provide 24-hour security coverage, fire fighting and emergency response capabilities, a Fire Emergency Safeguarding Unit (FESU) operates at the Explosive Ordnance Disposal Depot by way of four teams. Each team will comprise of designated police officers supplemented by 3 or 4 Security Guards and a civilian Fireman. The Contractor shall provide the required security guarding, fire prevention, fire fighting, first aid and catering and hygiene support service at the Site for a period of 24 months commencing from Service Commencement Date subject to such sooner termination or extension as is provided for in the Contract. The Contractor shall ensure that the Site is guarded at all times round the clock on a 24-hour per day, 7-day per week basis. The guard force deployed by the Contractor must be armed, highly disciplined and be sufficient in number and capable of deterring any possible intruders and to assist the police officers on site to hold off, and if necessary detain any possible attackers until the arrival of other police reinforcements. The security personnel supplied by the Contractor must be licensed to possess and use shotguns and trained in their use. The security personnel must also be ready to assist in fire prevention, fire fighting and rescue in the event of emergency. The security personnel deployed by the Contractor must also be experienced in operating a sophisticated computerised surveillance system. In addition to the guarding duties, the Contractor is required to provide a team of trained and experienced civilian Firemen to man the Site at all time round the clock on a 24-hour per day, 7-day per week basis. The said Firemen will be required to monitor, maintain and operate all fire detection and fire fighting equipment installed at the Site and to organise, assisted by other members of FESU, fire fighting and evacuation operations at the Site in the event of fire pending the arrival of Fire Services Department personnel. The Firemen provided by the Contractor will also be required to carry out the drills and to institute appropriate fire precaution measures at the Site. The Fireman will be required to assist the security personnel in enforcing security measures, when required. The Contractor is also required to provide one qualified personnel who will provide catering services for the disciplined and civilian staff working at the Site for all days except Saturdays, Sundays and Public Holidays. Besides, the Contractor is also required to provide four cleaning staff who will provide hygiene & support services to the Site for all days except Sundays and Public Holidays. |
