1. Revised Selection Processes for Police Constable and Inspector ( with effect from 2011-05-01)
The following revised Police Constable and Inspector selection processes will take effect from 2011-05-01:- Police Constable
- Applicants with Level 2 (or Grade E before 2007) or above in five subjects in the HKCEE (including English) or equivalent, but without the minimum required Chinese language proficiency standard may apply for the post. They will be referred to sit for the Government Standard Examination conducted by the Civil Service Examinations Unit.
- A job-related “Practical Incident Handling Test” (實務事件處理測試) will be introduced during the Group Interview stage of Police Constable selection to assess, amongst other things, the candidates’ communication ability in both Chinese and English languages, judgment and fact-finding ability. The “Practical Incident Handling Test “ will be divided into two parts as follows :-
- Part I: Stimulated Fact Finding Ability Assessment – Candidates will be given 20 minutes to record an account of the incident as related by the victim or witness in the Chinese language.
- Part II: Stimulated Report Recording Assessment – Candidates will be given 10 minutes to record a simple report in the English language that informant used, containing basic particulars such as date, time, location, description of person or property items, etc.
- Scores will be awarded to Police Constable candidates with foreign language skills such as Hindi, Urdu, Nepali, Tagalog, French, German, Korean or Japanese at Group Interview in the selection. Their written and oral proficiency will be tested with the help of a part-time interpreter.
Inspector
- The current format of the English Task Paper and the Chinese Task Paper in Probationary Inspector Written Examination has been revised. The new format will require candidates to draft replies to members of the public, preparing simple reports analysing facts and putting forward recommendations or making a press release in relation to policing issues of public concern, etc.
Candidates may use either English or Cantonese during the execution phase of the Practical Leadership Exercise, Extended Interview, after giving the operational briefing in English.
2. Use of Psychometric Test in Recruitment Selection
With effect from 2010-04-01, applicants for the post of Probationary Inspectors and Recruit Police Constables will sit for the Psychometric Test before they attend the Final Interview Board in recruitment exercise. The Test will be conducted through three sets of paper-and-pencil test and it will take about three hours to complete. The Test aims at providing additional information on the applicant’s cognitive abilities, emotional resilience and personality traits to Final Interview Board in recruitment exercise. There is no pass or failure for the Test. It will not be used as a tool to screen in or screen out a candidate and will only be used as a reference.
3. Extended Interview for Probationary Inspectors (Refinement in procedure)
For the interest of efficiency and to ensure that only candidates who possess the right qualities and live up to Force Values are considered during the recruitment selection procedure, the Extended Interview (EI) procedure will be refined, as follows, to take effect from 2009-10-02 (Friday):
Assessment Items
- There are two assessments in the morning, namely ‘Impromtu Talk’ and ‘Group Discussion’; whilst the two assessments in the afternoon include ‘Management Exercise’ and ‘Leadership Exercise’.
Interim Exit Mechanism
- Under the interim exit mechanism, candidates are required to attain a pass in both assessment exercises in the morning session before they are eligible to take part in the assessment exercises in the afternoon.
Assessors
- The revised EI will be conducted by one EI Director at Chief Inspector rank. The current practice of involving an observer at Senior Inspector rank from the Police College during the ‘Management Exercise’ and ‘Leadership Exercise’ will continue.
2. All candidates concerned will be informed about details of the above procedural refinement via “Guidance Notes on Extended Interview” issued to them in advance of the EI.

6. Basic Law Test
All applicants applying for Police Inspector or Police Constable from 1 September 2008 onwards will be assessed on their Basic Law knowledge. The Basic Law test paper questions are set in both English and Chinese. It consists of 15 multiple-choice questions to be completed in 25 minutes. There is no passing mark set for the Basic Law test and the full mark of the paper is 100. The result is of permanent validity. The BL test result will be one of the considerations to assess the suitability of a candidate.
If an applicant has attended the BL test arranged by other recruiting bureaux/ departments or the one centrally administered by Civil Service Bureau, the applicant will be exempted from sitting the BL written test again and can use the previous test result as the basis of the BL score. The previous BL test result will be accepted only upon the production of the original notification letter. The applicant may, if so wish, take the BL test again and in such case, the latest score obtained in the current application process will be counted.

7. Applicants failing the eyesight test or weight/height requirements
In accordance with the police recruitment procedures, applicants who have failed the eyesight test or weight/height requirements may re-apply for the same police post at any time after one working day of the test. If they re-apply for the same post within one year, they may get the application form GF340 from any District Office of Home Affairs Department or download the GF340 form from the Police recruitment website. Applicants may also send an email to recruit@police.gov.hk, stating clearly their personal particulars including Chinese and English names, Hong Kong identity card number, application number, and contact telephone number. 8. Applicants should check their Mailbox regularly
Recruitment Division will usually inform all qualified applicants for police constables of the interview arrangement by email in two to three weeks after submitting their application forms (actual time may vary, depending on the number of applicants being processed). All applicants should therefore check their email mailbox regularly to avoid missing the chance of interview. Applicants should notice that the mail may be diverted to the Bulk/Spam folder or Trash folder automatically in some email systems. Meanwhile, to ensure the opportunity to attend interview, applicants are particularly reminded to pay attention to the content of our email, and complete any forms or reply slips attached by following the instructions.
