Background

The Junior Police Call (JPC) is a (non-profit) registered society, with its headquarters established in the Public Relations Wing, and its branches distributed in 21 police districts in Hong Kong.

The JPC Section of the PR Wing is responsible for organising JPC activities in Hong Kong and formulating work plans and policies. In addition to day-to-day administration, the Section is responsible for the following duties:

  • Organisation of major territory-wide JPC Activities;
  • Production of JPC Monthly Newsletter;
  • Leadership and management training;
  • Monitoring of branch activities; and
  • Close liaison with branches, other government departments and youth organisations.

The Police Community Relations Officer of individual police districts is responsible for all affairs of its JPC branch, including:

  • Recruitment of members;
  • Establishment of District JPC Council, JPC School Clubs and JPC Leader Corps;
  • Policing knowledge and personal development training;
  • Management of District Support Teams and co-ordination of volunteer work of the district;
  • Organisation of JPC activities in the district; and
  • Close liaison with other government departments, schools and community groups.

Membership

JPC members are divided into the following categories:

1. Member:

  • Age from 6 to 25
  • Have interest to know more about the Police Force

2. Leader:

  • Age from 10 to 25
  • Have joined the JPC Scheme for at least 1 years
  • Fulfill and pass prerequisite training in the 4 core subjects at Leader Level

3. Advanced Leader:

  • Age from 10 to 25
  • Fulfill and pass prerequisite training in the 4 core subjects at Advanced Leader Level
  • Committed to serving JPC at both district level and HQs level
  • Recommended by the PCRO

Development of School Clubs

Since 1975, JPC has been determined to develop school clubs in primary and secondary schools. The purposes of establishing school clubs are:

  • To promote civic responsibility among students;
  • To educate students in crime prevention and road safety knowledge as well as other matters related to the Police;
  • To assist in promoting JPC; and
  • To ensure the provision of activities which are of the right direction for students and in line with the extra-curricular activities of the school.

Hong Kong Award for Young People

Since 2009, some JPC Personal Development courses have linked up with courses of the Hong Kong Award for Young People (HKAYP). If JPC members take up JPC training courses, it means that they have also taken up corresponding HKAYP courses. For example, subjects such as community service, footdrill, fitness training, elective courses on professional skills etc are equivalent to four corresponding subjects of the HKAYP. Therefore, it will be easier for JPC members to obtain HKAYP awards after completing the courses of the various categories. Details are as follows:
