In safeguarding national security and stopping violence and curbing disorder, he commended the Force for unequivocally and fearlessly discharging their duties, making enormous and irreplaceable contributions to building an impregnable defence for Hong Kong’s national security, and rendering Hong Kong one of the world’s safest cities.<br><br>     Citing the white paper on “Hong Kong: Safeguarding China’s National Security Under the Framework of One Country, Two Systems” published by the State Council Information Office in February, he emphasised that safeguarding national sovereignty, security, and development interests remains the overarching principle under the policy of “one country, two systems”. He added that the Hong Kong Special Administrative Region must faithfully fulfil its constitutional responsibility to safeguard national security, and create high-standard security in support of the high-quality development of the “one country, two systems” policy. He said that the Government will, through various channels, continuously strengthen publicity and public education on the matter, lead and support all sectors of society to thoroughly study and better comprehend the white paper’s important substance and requirements, thereby enhancing citizen’s awareness of national security and their positivity and spontaneity in safeguarding it.<br><br>     In his opening remarks, the Commissioner of Police, Mr Chow Yat-ming, said that under the protection of the legal system and enforcement mechanisms for safeguarding national security, Hong Kong has transitioned from chaos to order and entered a new stage of advancing from stability to prosperity. The hard-earned stability vividly exemplifies the country’s strong support and protection for Hong Kong. He noted that the Force also fulfils an important role as a guardian, upholding the belief that safeguarding national security is an ongoing endeavour with no end point, and it will enforce the law decisively, advance public education in a steady and substantive manner, and enhance the national security system.<br>      <br>     Mr Chow further emphasised that no one can remain a mere spectator in safeguarding national security - every citizen has a duty to play their part. He expressed hope that, through National Security Education Day, members of the public would better understand and embrace the principles set out in the white paper, enhance their awareness of national security, and work together to safeguard national security and Hong Kong’s stability.<br>      <br>     The event, held at the “Little Grape”-themed park located at Harcourt Garden in Admiralty, featured “NSafe Voyage”, a national security education exhibition zone that resembled a vessel, to deepen public understanding of the white paper. The “NSpeed Promotional Truck” and the new “NSmarties AI Interactive Platform” engaged the public, especially the younger generation, through interactive games conveying the message that safeguarding national security is everyone’s responsibility and a duty to be fulfilled. They were sent to the Princess Margaret Hospital in conscious state. When approaching the lamp post FA8180B, the PLB reportedly failed to stop in time and rammed into the rear of a medium goods vehicle (MGV), which stopped due to traffic situation ahead. The medium goods vehicle was driven by a 44-year-old man. The MGV was pushed forward and it crashed into the rear of a private car driven by a 77-year-old man, which also pushed forward a light goods vehicle (LGV) driven by a 47-year-old man. After that, the PLB crashed into a MGV driven by a 45-year-old man, which was travelling along the second left lane.<br><br>Police officers sped to the scene. The 49-year-old PLB driver was trapped inside the vehicle and rescued by firemen. Sustaining serious multiple injuries, he was rushed to Pok Oi Hospital in unconscious state and was certified dead at 11.39pm. <br><br>In the accident, a 67-year-old PLB male passenger and a 33-year-old PLB male passenger sustained mouth and legs injuries respectively. They were sent to Pok Oi Hospital in conscious state. A 42-year-old male passenger sustained head and legs injuries and was sent to Prince of Wales Hospital in conscious state. A 47-year-old private car female passenger sustained waist injuries. A 45-year-old private car male passenger sustained neck injuries and a 52-year-old private car male passenger sustained back injuries. These arrangements will remain in effect until the race meeting has concluded, spectators have dispersed, and traffic conditions return to normal.<br><br>A. Traffic arrangements before the commencement of the first race<br><br>     The following road closure and traffic diversions will be implemented from 50 minutes before the start of the first race for day racing, or from 6pm onwards for night racing:<br><br>1. Road closure<br><br>     Southbound Wong Nai Chung Road between Queen’s Road East and the up-ramp outside the Hong Kong Jockey Club (HKJC) will be closed, except for vehicles heading for Aberdeen Tunnel.<br><br>2. Traffic diversions<br><br>- Southbound Wong Nai Chung Road between Village Road and the up-ramp outside the HKJC will be rerouted one way northbound;<br>- Traffic along eastbound Queen's Road East heading for Wan Chai and Happy Valley will be diverted to turn left to Morrison Hill Road;<br>- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via Sports Road and Wong Nai Chung Road;<br>- Traffic along Queen's Road East cannot turn right to Wong Nai Chung Road, except for vehicles heading for Aberdeen Tunnel;<br>- Traffic from Cross Harbour Tunnel heading for Queen's Road East will be diverted via the down-ramp leading from southbound Canal Road flyover to Morrison Hill Road to turn right at the junction of Wong Nai Chung Road and Queen's Road East; and<br>- Traffic from Cross Harbour Tunnel heading for Happy Valley or Racecourse will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, southbound Morrison Hill Road, Sports Road and Wong Nai Chung Road.<br><br>B. Traffic arrangements before the conclusion of race meeting<br><br>     The following road closure and traffic diversions will be implemented from about 35 minutes before the start of the last race:<br><br>1. Road closure<br><br>- The up-ramp on Wong Nai Chung Road outside the HKJC leading to Aberdeen Tunnel;<br>- Southbound Wong Nai Chung Road between Queen's Road East and the up-ramp leading to Aberdeen Tunnel;<br>- Southbound Wong Nai Chung Road between Village Road and the Public Stands of the HKJC;<br>- Westbound Leighton Road between Wong Nai Chung Road and Canal Road East; and<br>- Southbound Morrison Hill Road between Leighton Road and Queen's Road East.<br><br>     In addition, southbound Wong Nai Chung Road between the up-ramp leading to Aberdeen Tunnel and the Public Stands of the HKJC will be closed from about 10 minutes before the start of the last race.<br><br>2. Traffic diversions<br><br>- Eastbound Queen's Road East at its junction with Morrison Hill Road will be reduced to one-lane traffic heading for northbound Canal Road flyover;<br>- Traffic from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, U-turn slip road beneath Canal Road flyover, Canal Road West and Hennessy Road;<br>- Traffic from Cross Harbour Tunnel heading for Happy Valley will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, eastbound Leighton Road and Wong Nai Chung Road;<br>- Traffic along southbound Morrison Hill Road will be diverted to turn left to eastbound Leighton Road;<br>- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via eastbound Leighton Road and Wong Nai Chung Road; and<br>- Traffic along westbound Leighton Road will be diverted to Wong Nai Chung Road.<br><br>C. Prohibition for learner drivers<br><br>     Learner drivers will be prohibited to turn left from Caroline Hill Road to Leighton Road between one and a half hours before the start of the first race and one hour after the last race. In addition, learner drivers will be prohibited from accessing the following roads within the above period of time: <br><br>- Shan Kwong Road between Yik Yam Street and Wong Nai Chung Road;<br>- Village Road between its upper and lower junctions with Shan Kwong Road;<br>- Percival Street between Hennessy Road and Leighton Road;<br>- Canal Road East; and<br>- The service road leading from Gloucester Road to Canal Road flyover.<br><br>D. Suspension of parking spaces<br><br>     Parking spaces on southbound Wong Nai Chung Road between Sports Road and Blue Pool Road will be suspended from 11am to 7pm for day racing, and from 5pm to 11.59pm for night racing respectively. <br><br>     All vehicles parked illegally during the implementation of the above special traffic arrangements will be towed away without prior warning, and may be subject to multiple ticketing.<br><br>     Actual implementation of road closure and traffic diversion will be made by the Police at the time depending on traffic conditions in the areas. Eligible applicants may complete the application procedure without the need to submit fingerprints. The new measure aligns with the commitment to “Continue to Enhance Digital Applications” as outlined in “The Chief Executive’s 2025 Policy Address”, aiming to provide the public with higher quality and more convenient services.<br><br>     The issuance of the CNCC is a charged service provided by the HKPF, solely for the purpose of applications for various types of visas (such as visit, student or resident visas) or for adoption of children. Currently, all applicants may utilise the HKPF Online Applications Platform (www.es.police.gov.hk) to submit applications, settle application fees, schedule appointments for fingerprinting at the CNCC Office or nine designated police stations, as well as check their application status.<br><br>     Starting from tomorrow, applicants who meet the following conditions may complete the application procedure without submitting fingerprints:</p><p>- submitting the application via the HKPF Online Applications Platform using “iAM Smart” account; and<br>- the purpose of application is not related to matters concerning children or mentally incapacitated persons (e.g. child adoption).<br><br>     Under special circumstances, applicants who meet the above listed conditions may still be required to submit fingerprints at relevant locations.<br><br>     Following the implementation of the new measure, the processing time for applications meeting the listed conditions will be reduced from 28 days to 15 days. The Police will intensify enforcement to combat drug supply while enhancing preventive education and publicity to build resistance and curb market demand.<br><br>     Over the past three years, the Police had organised over 120 interactive anti-drug drama performances. Through a lively, engaging and educational approach, the drama conveyed anti-drug messages to more than 18 000 upper primary students, helping them build proper values and a firm determination to reject drugs.<br><br>     The HKPF has specially produced a brand new series of plays this year to explore how youths may fall into drug traps on online platforms. Through the interactive sessions, students learn to spot drug offenders’ “sugar-coated traps”, firmly say “no” to drugs, and build digital literacy for stronger self-protection online.<br><br>     This year’s Interactive Anti-drug Theatre will reach a record-breaking 60 performances, with half sponsored by Yan Oi Tong. The HKPF will also join hands with Yan Oi Tong and the Yan Oi Tong Choi Wong Ling Ling Education Fund to launch the “Anti-drug Education Programme”, built around the Interactive Anti-drug Theatre complemented by an extended curriculum and creative activities to deepen students’ understanding of drug harms and foster healthy, positive lifestyles.<br><br>     “The Mysterious Circus – Interactive Anti-drug Theatre” marks the Narcotics Bureau’s first major publicity event for the “Anti-Cannabis cum Anti-Etomidate Month 2026”, featuring touring performances at various primary schools. These arrangements will remain in effect until the race meeting has concluded, spectators have dispersed, and traffic conditions return to normal.<br><br>A. Traffic arrangements before the commencement of the first race<br><br>     The following road closure and traffic diversions will be implemented from 50 minutes before the start of the first race for day racing, or from 6pm onwards for night racing:<br><br>1. Road closure<br><br>     Southbound Wong Nai Chung Road between Queen’s Road East and the up-ramp outside the Hong Kong Jockey Club (HKJC) will be closed, except for vehicles heading for Aberdeen Tunnel.<br><br>2. Traffic diversions<br><br>- Southbound Wong Nai Chung Road between Village Road and the up-ramp outside the HKJC will be rerouted one way northbound;<br>- Traffic along eastbound Queen's Road East heading for Wan Chai and Happy Valley will be diverted to turn left to Morrison Hill Road;<br>- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via Sports Road and Wong Nai Chung Road;<br>- Traffic along Queen's Road East cannot turn right to Wong Nai Chung Road, except for vehicles heading for Aberdeen Tunnel;<br>- Traffic from Cross Harbour Tunnel heading for Queen's Road East will be diverted via the down-ramp leading from southbound Canal Road flyover to Morrison Hill Road to turn right at the junction of Wong Nai Chung Road and Queen's Road East; and<br>- Traffic from Cross Harbour Tunnel heading for Happy Valley or Racecourse will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, southbound Morrison Hill Road, Sports Road and Wong Nai Chung Road.<br><br>B. Traffic arrangements before the conclusion of race meeting<br><br>     The following road closure and traffic diversions will be implemented from about 35 minutes before the start of the last race:<br><br>1. Traffic diversions<br><br>- Eastbound Queen's Road East at its junction with Morrison Hill Road will be reduced to one-lane traffic heading for northbound Canal Road flyover;<br>- Traffic from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, U-turn slip road beneath Canal Road flyover, Canal Road West and Hennessy Road;<br>- Traffic from Cross Harbour Tunnel heading for Happy Valley will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, eastbound Leighton Road and Wong Nai Chung Road;<br>- Traffic along southbound Morrison Hill Road will be diverted to turn left to eastbound Leighton Road;<br>- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via eastbound Leighton Road and Wong Nai Chung Road; and<br>- Traffic along westbound Leighton Road will be diverted to Wong Nai Chung Road.<br><br>C. Prohibition for learner drivers<br><br>     Learner drivers will be prohibited to turn left from Caroline Hill Road to Leighton Road between one and a half hours before the start of the first race and one hour after the last race. In addition, learner drivers will be prohibited from accessing the following roads within the above period of time: <br><br>- Shan Kwong Road between Yik Yam Street and Wong Nai Chung Road;<br>- Village Road between its upper and lower junctions with Shan Kwong Road;<br>- Percival Street between Hennessy Road and Leighton Road;<br>- Canal Road East; and<br>- The service road leading from Gloucester Road to Canal Road flyover.<br><br>D. Suspension of parking spaces<br><br>     Parking spaces on southbound Wong Nai Chung Road between Sports Road and Blue Pool Road will be suspended from 11am to 7pm for day racing, and from 5pm to 11.59pm for night racing respectively. <br><br>     All vehicles parked illegally during the implementation of the above special traffic arrangements will be towed away without prior warning, and may be subject to multiple ticketing.<br><br>     Actual implementation of road closure and traffic diversion will be made by the Police at the time depending on traffic conditions in the areas. The 76-year-old man was rescued by firemen. Sustaining serious multiple injuries, he was rushed to Tin Shui Wai Hospital in unconscious state and was certified dead at 11.18pm on the same day.<br> <br>     Initial investigation revealed that the man drove a medium goods vehicle (MGV) to an open container carpark near Kau Lee Uk Tsuen on Tin Ha Road. As he alighted the MGV, the MGV started rolling forward and he attempted to return to the MGV to stop it. In the meantime, the MGV rammed into another MGV which parked beside. Police officers sped to the scene, the baby was sent to Ruttonjee Hospital and was certified dead at 2.39pm. These activities include foot drill and flag-raising training, exchange tours to the Mainland, and adventure-based challenges, all aimed at guiding the younger generation to step out of their comfort zones and broaden their horizons. He noted that many JPC members have become proactive, confident, and able to demonstrate leadership potential after participating in the activities.<br><br>     Mr Chow expressed his gratitude to various sectors of the community, schools, parents and members for their staunch support over the years. He made particular note of the JPC Central Advisory Board, honorary presidents from various districts and JPC partners for their selfless contributions in all aspects, which have enabled the JPC to pursue excellence and offer young people a broader range of diverse activities and training opportunities. Police officers sped to the scene and located the man, who was holding a 30-centimeter long knife and a one-metre long iron pole, outside a garden on Castle Peak Road – Kwai Chung.<br><br>     Police officers attempted to persuade the man to disarm himself and gave verbal warnings, but the man turned emotional and attempted to attack the officers. An officer then discharged one burst of pepper spray. Officers faced serious threats to life and gave multiple verbal warnings to the man but in vain. To ensure public safety, three officers subsequently fired a total of five shots at him.<br><br>     Sustaining shot wounds to his thigh and chest, the 43-year-old man was sent to Princess Margaret Hospital in unconscious state.<br> <br>     Investigations by the Regional Crime Unit of New Territories South are under way. Members of the public are urged to make use of public transport services as far as possible.<br><br>Hong Kong Island<br>----------------<br><br>(1) Chai Wan<br><br>A. Road closure<br><br>     Cape Collinson Road east of Lin Shing Road is designated as a prohibited zone for private cars and light goods vehicles from 7am to 3pm daily until April 26, except for vehicles with a permit.<br><br>Phase I<br><br>     The following roads will be closed from 7am to 5pm daily on March 21, 22, 28, 29, and April 3, 4, 6, 7, 11, 12, 18 and 19:<br><br>- Southbound Lin Shing Road, except for franchised buses, green minibus (GMB) routes 16A, 16M, 16X and 18M, taxis, hearses, funeral vehicles, vehicles with a permit, and vehicles heading to Wan Tsui Estate and Lin Tsui Estate;<br>- Northbound Lin Shing Road, except for GMB route 18M, hearses, funeral vehicles and vehicles with a permit;<br>- Cape Collinson Road east of Lin Shing Road, except for GMB route 18M, taxis, hearses, funeral vehicles and vehicles with a permit;<br>- Cape Collinson Road west of Lin Shing Road, except for franchised buses, GMB routes 16A, 16M and 16X, taxis, hearses, funeral vehicles and vehicles with a permit; <br>- The slip road leading from Cape Collinson Road to the Garden of Remembrance and the crematorium, except for hearses and vehicles carrying passengers to services at the Crematorium; and<br>- The slip road leading to Chai Wan Chinese Permanent Cemetery.<br><br>Phase II<br><br>     The following roads will be closed from 7am to 5pm on April 5:<br><br>- Lin Shing Road, except for franchised buses, GMB routes 16A, 16M and 16X, hearses, funeral vehicles, vehicles with a permit, and vehicles heading to Wan Tsui Estate and Lin Tsui Estate;<br>- Cape Collinson Road east of Lin Shing Road, except for hearses, funeral vehicles and vehicles with a permit;<br>- Cape Collinson Road west of Lin Shing Road, except for franchised buses, GMB routes 16A, 16M and 16X, hearses, funeral vehicles and vehicles with a permit; <br>- The slip road leading from Cape Collinson Road to the Garden of Remembrance and the crematorium, except for hearses and vehicles carrying passengers to services at the crematorium; <br>- The slip road leading to Chai Wan Chinese Permanent Cemetery; and<br>- Wan Tsui Lane, except for vehicles heading to Hing Wah Plaza.<br><br>B. Traffic diversions<br><br>- Traffic along eastbound Wan Tsui Road between Fei Tsui Road and Lin Shing Road cannot turn right to southbound Lin Shing Road during road closures under Phases I and II; and<br>- Cape Collinson Road between its slip road to the crematorium and Shek O Road will be rerouted one-way westbound during road closures under Phases I and II, and the operation hours of Citybus route No. 388.<br><br>C. Prohibition on parking<br><br>     During the specified road closure period, parking will be prohibited along the following roads:<br><br>- Wan Tsui Road;<br>- Lin Shing Road;<br>- Cape Collinson Road; and<br>- Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road.<br><br>    With the exception of access to Wan Tsui Estate and Lin Tsui Estate, all red minibuses, private cars, goods vehicles, motorcycles, motor tricycles and pedal cycles cannot enter Lin Shing Road during road closures under Phases I and II, while taxis cannot enter Lin Shing Road during road closure under Phase II.<br><br>(2) Pok Fu Lam<br><br>A. Traffic diversions<br><br>     Consort Rise between Victoria Road and Bisney Road will be rerouted one-way southbound from 7am to 5.30pm daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19.<br><br>B. Suspension of parking spaces<br><br>     Four metered parking spaces (metered parking spaces No. 3941A, 3941B, 3942A and 3942B) and three motorcycle parking spaces at Victoria Road near Consort Rise will be suspended from 7am to 5.30pm daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19.<br><br>(3) Aberdeen<br><br>     Peel Rise in the vicinity of the Aberdeen Chinese Permanent Cemetery and the slip road from Shek Pai Wan Road leading to the Aberdeen Chinese Permanent Cemetery will be closed during the following time periods:<br><br>- From 7am to 5.30pm daily on March 21, 22, 28, 29, and April 3, 4, 6, 7, 11, 12, 18 and 19; and <br>- From 7.30am to 6.30pm on April 5.<br><br>Kowloon<br>-------<br><br>(1) Tseung Kwan O<br><br>     The access road at Ko Chiu Road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed from 5.30am to 6pm daily on March 21, 22, 28, and April 3, 4, 6, 7, 11, 18, 19, 25, 26, and May 1, except for special route No. 14S of Kowloon Motor Bus, hearses, funeral vehicles and vehicles with a permit.<br><br>     The above road will be closed from 5.30am to 8pm daily on March 29, April 5 and 12.<br><br>     Grave sweepers can access the cemetery on foot via the BMCPC Footpath opposite MTR Tiu Keng Leng Station or the access road on Ko Chiu Road. Wheelchair users should enter the cemetery via the Ko Chiu Road entrance.<br><br>(2) Diamond Hill<br><br>     The following special arrangements will be implemented from 7am to 6pm daily on March 28 and 29, and April 3 to 7, 11 and 12:<br><br>A. Road closure<br><br>- The access road leading to the Diamond Hill Crematorium; the access road between the Diamond Hill Funeral Parlour and the CLP Power substation; and the access road adjacent to the Diamond Hill Funeral Parlour leading to Sze Chen Hall, except for hearses and funeral vehicles; and<br><br>- Yuk Hok Lane and Yuk Wah Street east of Tsz Wan Shan Road, except for private cars and taxis.<br><br>B. Suspension of parking spaces<br><br>     Metered parking spaces on the unnamed road between the Diamond Hill Funeral Parlour and the CLP Power substation, and motorcycle parking spaces at Yuk Wah Street near Yuk Hok Lane and Po Kong Village Road near Hammer Hill substation will be suspended.<br><br>D. Temporary passenger pick-up and drop-off points<br><br>     The temporary pick-up and drop-off point for private cars will be located at westbound Yuk Wah Street near Yuk Hok Lane.<br><br>     Po Kong Village Road School Village car park will be closed and designated as a private car drop-off point from 7am to 6pm daily on March 29, and April 3 to 7 and 12.<br><br>(3) Cheung Sha Wan<br><br>     The following special traffic arrangements will be implemented from 7am to 7pm daily on March 28, 29, and April 3 to 7, 11 and 12:<br><br>A. Road closure<br><br>     Wing Ming Street and the unnamed road between Wing Ming Street and Saint Raphael’s Catholic Cemetery will be closed, except for hearses, funeral vehicles, vehicles of the cemetery staff and those with permits.<br><br>B. Prohibition on parking <br><br>     Parking will be prohibited along the following roads:<br><br>- Yu Chau West Street between Castle Peak Road and King Lam Street;<br>- Vehicles are prohibited to pick up or drop off passengers along Yu Chau West Street near Wing Ming Street (outside 83 Wing Hong Street); and<br>- Ching Cheung Road.<br><br>C. Traffic diversions <br><br>- Traffic along northbound Pak Wo Road near Fung Ying Seen Koon cannot turn right to southbound Pak Wo Road; and<br>- Traffic along southbound Pak Wo Road near MTR Fanling Station cannot turn right to the car park on Pak Wo Road near Fung Ying Seen Koon.<br><br>C. Suspension of parking spaces (daily from 7am to 5pm) <br><br>- The car park on Wo Hing Road near Wah Ming Road roundabout, except for taxis;<br>- The car park on Pak Wo Road near Fung Ying Seen Koon, except for the disabled parking spaces and public buses of the residents’ service route No. NR112. Depending on the prevailing situation, vehicles with elderly and disabled passengers may be allowed to use the car park for boarding shuttle buses that are heading for Wo Hop Shek Cemetery;<br>- All parking spaces on Wah Ming Lane; and<br>- All parking spaces at Ming Yin Road between Wo Hop Shek Cemetery Office and Kiu Tau Road.<br><br>(2) Sandy Ridge<br><br>     The Frontier Closed Area from MTR Lo Wu Station to Lo Wu Station Road will be open to grave sweepers from 6am to 6pm daily between March 21 and April 19. <br><br>     The following roads will be closed from 6am to 6pm daily on March 21, 22, 28 and 29, and April 3 to 7, 11, 12, 18 and 19:<br><br>- Lo Wu Station Road, from its junction with Man Kam To Road to a point approximately 280 metres west, near the cemetery management office, except for vehicles of Lo Wu Village residents and those permitted to use the MTR Lo Wu Station car park; and<br>- Sha Ling Road, except for vehicles of Sha Ling residents.<br><br>(3) Tuen Mun<br><br>     Nim Wan Road between Yung Long Road and the access road to Tsang Tsui Columbarium will be closed from 7am to 7pm daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19, except for franchised buses, MTR buses, taxis, vehicles heading for West New Territories Landfill and T·PARK, and vehicles with a permit.<br><br>     In addition, the following special traffic arrangements will be implemented from 7am to 7pm daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19:<br><br>A. Road closure <br><br>- Tsing San Path; and<br>- The access roads leading to Ching Chung Koon and Ching Chung Sin Yuen.<br><br>B. Traffic diversions<br><br>- Tsing Chung Koon Road between Tsing Lun Road and San Fuk Road will be rerouted one-way northbound; and<br>- San Fuk Road between Leung Shun Street and Tsing Chung Koon Road will be rerouted one-way westbound.<br><br>C. Prohibition on parking <br><br>     Parking will be prohibited along the following roads:<br><br>- San Fuk Road;<br>- Tsing Chung Koon Road between Tsing Chung Path and San Fuk Road;<br>- Tsing Lun Road between Tsun Wen Road and the northern vehicle entrance of Tuen Mun Hospital; and<br>- Southbound Tsun Wen Road between Tsing Lun Road and San Fuk Road.<br><br>D. Temporary passenger pick-up and drop-off points<br><br>     Temporary pick-up and drop-off points will be set up at northbound Tsing Chung Koon Road opposite to Castle Peak Hospital, northbound Tsing Chung Koon Road opposite to Tuen Mun Hospital, and westbound Tsing Lun Road outside Tuen Mun Hospital.<br><br>(4) Kwai Tsing<br><br>     Wing Yin Street and Wing Hau Street will be closed from 7am to 5pm daily on March 28, and April 3, 4, 7, 11 and 18, except for hearses and franchised buses.<br><br>     The following special traffic arrangements will be implemented from 7am to 5pm daily on March 29, April 5, 6, and 12:<br><br>- Southbound Wing Tak Street between the entrance of City Point and Wing Shun Street, Wing Yin Street, and Wing Shun Street between Wing Tak Street and Kwai Hei Street will be closed, except for hearses, franchised buses, taxis and GMBs; <br>- Wing Kei Road between Kwai Hei Street and Wing Kin Road will be rerouted one-way southbound. Vehicles cannot travel via Kwai Hei Street for Wing Kei Road; and<br>- Wing Hau Street will be closed. <br><br>(5) Tsuen Wan<br><br>A. Road closure<br><br>     Lo Wai Road between Lo Wai Pai Lau and Yuen Yuen Institute will be closed from 8am to 6pm daily on March 28 and 29, April 3 to 5 and 12, except for franchised buses, taxis, GMB route 81 and vehicles with a permit.<br><br>B. Suspension of parking spaces<br><br>     During the specified road closure period, all metered parking spaces on Lo Wai Road near Yi Pei Chun Road and the former Lo Wai Bus Terminus will be suspended from 8am to 6pm daily on March 28 and 29, April 3 to 5 and 12. Also, all metered parking spaces on Lo Wai Road outside Yuen Yuen Institute will be suspended from 8am to 6pm daily from March 28 to April 12.<br><br>(6) Sha Tin<br><br>A. Road closure and traffic diversions<br><br>     The following roads will be closed between 7am and 6pm daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19:<br><br>- Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium, Yau On Street and Yau Ting Street, except for hearses, funeral vehicles, GMB route 64K, and vehicles of residents of Pak Tin Areas 2 to 5 and Lakeview Garden.<br><br>     The following road will be closed between 8am and 6pm daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19:<br><br>- Pai Tau Street west of its junction with Sheung Wo Che Road.<br><br>     The following road will be closed between 9am and 5pm daily on March 28, 29, and April 3 to 7, 11 and 12:<br><br>- To Fung Shan Road north of its junction with Pak Lok Path, except for vehicles serving To Fung Shan residents and staff. <br><br>     The following road will be closed between 7am to 7pm daily on March 21, 22, 28, 29, April 3 to 7, 11, 12, 18 and 19:<br><br>- On Hing Lane, except for emergency vehicles, Sha Tin Transfer Station vehicles and vehicles of Shek Mun Columbarium staff.<br><br>     To Fung Shan Road between Chung Ling Road and Pak Lok Path will be converted into one-lane two-way traffic between 9am and 5pm daily on March 28, 29, and April 3 to 7, 11 and 12.<br><br>B. Suspension of parking spaces<br><br>     All metered parking spaces on Yau On Street and Lower Shing Mun Road will be suspended from 7am to 6pm daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19.<br><br>(7) Lantau Island<br><br>     The closed section of Tung Chung Road between Shek Mun Kap Road and South Lantau Road will be temporarily opened to traffic from 6am to 6pm daily on April 3 to 7, 11 and 12. Others roads on south Lantau will remain closed, except for vehicles with a permit.<br><br>     During the implementation of the above special traffic arrangements, any vehicles found illegally parked within the precincts of the specified areas will be towed away without prior warning, and may be subject to multiple ticketing.<br><br>     Depending on the prevailing conditions, other traffic control measures will be implemented. Motorists are advised to exercise patience and tolerance, and take heed of instructions of the police officers on site.</p>]]></description><AttachmentList /></item><item><hide>0</hide><RefNo>P202603200001</RefNo><LangRef>P202603200001EN</LangRef><link>http://www.police.gov.hk/ppp_en/03_police_message/pr/press-release-detail.html?refno=P202603200001&amp;lang=en</link><pubDate>2026-03-20 15:44:05</pubDate><category>Public Events</category><title><![CDATA[HKPF holds 2026 Bank Staff Recognition Ceremony to commend banking industry for their contributions to scam prevention (with photos)]]></title><description><![CDATA[<p>     The Police held the 2026 Bank Staff Recognition Ceremony today (March 20) and presented awards to 16 bank staff members and 19 banks, in recognition of the exceptional contributions of the banking industry and its frontline staff in preventing scams and money laundering.  <br><br>Addressing the ceremony, the Commissioner of Police, Mr Chow Yat-ming, highlighted that deception cases which had been rising continuously since 2019 recorded the first decline last year. A total of 43 212 cases were registered, representing a decrease of 2.9 per cent compared to 2024. The amount of losses also dropped from HK$9.2 billion to HK$8.1 billion. He emphasised that this achievement was made possible through the collective efforts of all stakeholders, especially the banking industry. <br><br>He added that the Police and the banking industry have been working closely in preventing and combating deception. The "Anti-Scam Helpline 18222" and the "Anti-Scam Bank Helpline" established by the Police successfully intercepted 1 552 fraud cases last year, accounting for 13.1 per cent of all such cases. The amount of fraudulent funds intercepted reached HK$2.09 billion, representing a significant increase of over 40 per cent compared to 2024.    <br><br>In tackling deception, both local measures and cross-border collaboration are essential. To this end, four strategies have been adopted by the Police and the banking sector:   <br><br>(1)    Combating fraud industry chain: With the new legislation allowing bank-to-bank information sharing on suspicious personal accounts coming into effect, the Police, in collaboration with the banking industry, have launched the upgraded version of the "Financial Intelligence Evaluation Sharing Tool (FINEST)" platform. Interbank information sharing has recorded a multi-fold increase and participation is also set to expand to include all 28 retail banks. The number of stooge accounts dropped from 6 047 in the third quarter of 2025 to 5 781 in the fourth quarter, representing a decrease of 4.4 per cent. In addition, the “Upstream Scam Intervention” scheme, which analyses transaction patterns of stooge accounts and proactively contacts potential victims, intercepted 4 060 fraud cases last year and prevented losses of over HK$480 million, representing increases of 69.4 per cent and more than 1.5 times, respectively, compared with 2024.<br><br>(2)    Targeted publicity: The Police, the Hong Kong Monetary Authority (HKMA), the Hong Kong Association of Banks (HKAB) and the banking industry organise various anti-deception campaigns. The publicity this year focuses on investment scams, with the elderly continuing to be the key target group.<br><br>(3)    Promoting greater use of “Scameter+”: The app began leveraging artificial intelligence technology in October last year to automatically detect fraudulent websites posing as banking and investment platforms, with the database updated immediately to block access. Following the launch of this new function, there was a significant increase in both public reports and alerts issued. By the end of 2025, the app had been downloaded 1.15 million times.  <br><br>(4)    Enhancing international collaboration: The Police have actively promoted the Cross-border Anti-Scam Collaboration Platform "FRONTIER+". Through joint operations last year, more than 1 800 persons were arrested, and US$20 million in fraudulent funds were intercepted. By strengthening real-time intelligence analysis and sharing it with the banks, overseas victims were promptly identified and fraudulent payments were intercepted, reducing their financial losses. <br><br>Looking ahead, Mr Chow firmly believed that through the partnership between the Police and the banking industry, a strong protective network could be built, reinforcing Hong Kong’s image and position as a robust international financial centre. He expressed his heartfelt gratitude to the HKMA, the HKAB, and the banking industry for their full support and outstanding contributions.<br><br>At the ceremony, a total of 19 banks received corporate awards. In addition, 639 frontline bank staff proactively assisted customers suspected of being targeted by scams last year, successfully preventing 595 cases. Among them, the Police presented the “Spotlight Award” to 16 staff members in recognition of their exemplary performance. The Hong Kong delegation shared Hong Kong's experiences, innovative measures, and achievements in cross-sector collaboration in combating fraud, and discussed with law enforcement agencies from other countries/regions to explore ways to strengthen co-operation in cross-border fraud investigations, and to promote the establishment of a closer global anti-fraud network.<br>      <br>     Co-organised by the United Nations Office on Drugs and Crime (UNODC) and INTERPOL, the summit brought together representatives from law enforcement agencies, international organisations, the private sector and academia from around the world to engage in in-depth discussions on combating cross-border fraud, international co-operation, and the use of technology to counter fraud, with a view to building consensus and collectively addressing the increasingly complex global fraud threats. The national delegation was led by the Deputy Director General of the Criminal Investigation Department of the Ministry of Public Security, Mr Zhu Lei. Members of the delegation included representatives from the Ministry of Public Security, the Hong Kong Police Force (HKPF), and the Macao Judiciary Police.<br>      <br>     Mr Chow was invited as a guest speaker of a forum on public-private collaboration alongside representatives from the UNODC, European Union Agency for Law Enforcement Cooperation, and a cryptocurrency analytics firm. At the forum, Mr Chow gave a detailed overview of the various collaborative initiatives established by the HKPF in recent years to combat fraud, including the Anti-Deception Coordination Centre (ADCC), the Anti-Deception Alliance, "Scameter", etc. He also cited related enforcement accomplishments and statistics to demonstrate the Police's effectiveness in preventing and tackling scams, and intercepting crime proceeds. The other speakers at the forum noted that the HKPF's measures on this front are valuable to share and promote internationally. The speakers unanimously agreed that co-operation across all sectors of society is essential to effectively curb fraudulent activities.<br>      <br>     At another panel discussion of the summit, Chief Superintendent of Police Commercial Crime Bureau, Mr Wong Chun-yue, shared Hong Kong's successful experience in establishing the ADCC, outlining the challenges and opportunities encountered from its inception to its expansion. He also discussed with other panelists on how anti-deception centres worldwide can adapt to evolving fraud tactics by continuously developing and gradually expanding their functions, such as enhancing data analysis and cross-sector collaboration. He noted that through sharing the HKPF's forward‑looking strategies, could assist other countries/regions in carrying out more efficient anti‑fraud work.<br>      <br>     At the summit, the national delegation showcased the country's significant achievements in combating and curbing telecom and online fraud in recent years, including the successful dismantling of the four major organised telecom fraud syndicates through collaboration with Southeast Asian partners. As part of the national delegation, the HKPF fully supported the nation's anti-fraud efforts and actively promoted the relevant achievements, thereby contributing to consolidating the country's leadership in international law enforcement efforts.<br>      <br>     Mr Chow stated that the summit brought together senior officials of law enforcement officials across the globe, providing the HKPF with an international platform to exchange experiences with partners, whilst supporting the nation's effort to establish a global anti‑fraud alliance. These arrangements will remain in effect until the race meeting has concluded, spectators have dispersed, and traffic conditions return to normal.<br><br>A. Traffic arrangements before the commencement of the first race<br><br>     The following road closure and traffic diversions will be implemented from 50 minutes before the start of the first race for day racing, or from 6pm onwards for night racing:<br><br>1. Road closure<br><br>     Southbound Wong Nai Chung Road between Queen’s Road East and the up-ramp outside the Hong Kong Jockey Club (HKJC) will be closed, except for vehicles heading for Aberdeen Tunnel.<br><br>2. Traffic diversions<br><br>- Southbound Wong Nai Chung Road between Village Road and the up-ramp outside the HKJC will be rerouted one way northbound;<br>- Traffic along eastbound Queen's Road East heading for Wan Chai and Happy Valley will be diverted to turn left to Morrison Hill Road;<br>- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via Sports Road and Wong Nai Chung Road;<br>- Traffic along Queen's Road East cannot turn right to Wong Nai Chung Road, except for vehicles heading for Aberdeen Tunnel;<br>- Traffic from Cross Harbour Tunnel heading for Queen's Road East will be diverted via the down-ramp leading from southbound Canal Road flyover to Morrison Hill Road to turn right at the junction of Wong Nai Chung Road and Queen's Road East; and<br>- Traffic from Cross Harbour Tunnel heading for Happy Valley or Racecourse will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, southbound Morrison Hill Road, Sports Road and Wong Nai Chung Road.<br><br>B. Traffic arrangements before the conclusion of race meeting<br><br>     The following road closure and traffic diversions will be implemented from about 35 minutes before the start of the last race:<br><br>1. Road closure<br><br>- The up-ramp on Wong Nai Chung Road outside the HKJC leading to Aberdeen Tunnel;<br>- Southbound Wong Nai Chung Road between Queen's Road East and the up-ramp leading to Aberdeen Tunnel;<br>- Southbound Wong Nai Chung Road between Village Road and the Public Stands of the HKJC;<br>- Westbound Leighton Road between Wong Nai Chung Road and Canal Road East; and<br>- Southbound Morrison Hill Road between Leighton Road and Queen's Road East.<br><br>     In addition, southbound Wong Nai Chung Road between the up-ramp leading to Aberdeen Tunnel and the Public Stands of the HKJC will be closed from about 10 minutes before the start of the last race.<br><br>2. Traffic diversions<br><br>- Eastbound Queen's Road East at its junction with Morrison Hill Road will be reduced to one-lane traffic heading for northbound Canal Road flyover;<br>- Traffic from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, U-turn slip road beneath Canal Road flyover, Canal Road West and Hennessy Road;<br>- Traffic from Cross Harbour Tunnel heading for Happy Valley will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, eastbound Leighton Road and Wong Nai Chung Road;<br>- Traffic along southbound Morrison Hill Road will be diverted to turn left to eastbound Leighton Road;<br>- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via eastbound Leighton Road and Wong Nai Chung Road; and<br>- Traffic along westbound Leighton Road will be diverted to Wong Nai Chung Road.<br><br>C. Prohibition for learner drivers<br><br>     Learner drivers will be prohibited to turn left from Caroline Hill Road to Leighton Road between one and a half hours before the start of the first race and one hour after the last race. In addition, learner drivers will be prohibited from accessing the following roads within the above period of time: <br><br>- Shan Kwong Road between Yik Yam Street and Wong Nai Chung Road;<br>- Village Road between its upper and lower junctions with Shan Kwong Road;<br>- Percival Street between Hennessy Road and Leighton Road;<br>- Canal Road East; and<br>- The service road leading from Gloucester Road to Canal Road flyover.<br><br>D. Suspension of parking spaces<br><br>     Parking spaces on southbound Wong Nai Chung Road between Sports Road and Blue Pool Road will be suspended from 11am to 7pm for day racing, and from 5pm to 11.59pm for night racing respectively. <br><br>     All vehicles parked illegally during the implementation of the above special traffic arrangements will be towed away without prior warning, and may be subject to multiple ticketing.<br><br>     Actual implementation of road closure and traffic diversion will be made by the Police at the time depending on traffic conditions in the areas. He expressed appreciation for the awardees for offering assistance and making the right choice at critical moments, which echoed this year’s theme, “Good Citizen–A Flash Moment–Be United”. He added that calm judgment in a flash moment helps members of the public avoid scammers’ traps. He urged the public to make good use of “Scameter+”, a mobile app launched by the Police, to identify suspicious calls and websites, and to think twice before disclosing personal or account data, or engaging in money transactions.<br><br>     He added that this year’s six “Good Organisation Award” recipients have actively fulfilled their corporate social responsibilities by bringing anti-scam and anti-drug messages into the community, thereby supporting police efforts. Temporary prohibited zone<br><br>     Cape Collinson Road east of Lin Shing Road is designated as a private car and light goods vehicle prohibited zone from 7am to 3pm daily from March 14 to April 26, except for vehicles with a permit.<br><br>B. Traffic diversions<br><br>- Traffic along eastbound Wan Tsui Road between Fei Tsui Road and Lin Shing Road cannot turn right to southbound Lin Shing Road during road closures under Phases I and II; and<br>- Cape Collinson Road between its slip road to the crematorium and Shek O Road will be rerouted one-way westbound during road closures under Phases I and II, and the operation hours of Citybus route No. 388.<br><br>D. Prohibition on parking<br><br>     During road closures under Phases I and II, parking will be prohibited along the following roads:<br><br>- Wan Tsui Road;<br>- Lin Shing Road;<br>- Cape Collinson Road; and<br>- Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road.<br><br>    With the exception of access to Wan Tsui Estate and Lin Tsui Estate, all red minibuses, private cars, goods vehicles, motorcycles, motor tricycles and pedal cycles cannot enter Lin Shing Road during road closures under Phases I and II, while taxis cannot enter Lin Shing Road during road closure under Phase II.<br><br>Kowloon<br>-------<br><br>Tseung Kwan O<br><br>     The access road at Ko Chiu Road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed from 5.30am to 6pm daily on March 21, 22, 28, and April 3, 4, 6, 7, 11, 18, 19, 25, 26, and May 1, except for special route No. 14S of Kowloon Motor Bus, hearses, funeral vehicles and vehicles with a permit.<br><br>     The above road will be closed from 5.30am to 8pm daily on March 29, April 5 and 12.<br><br>     Grave sweepers can access the cemetery on foot via the BMCPC Footpath opposite MTR Tiu Keng Leng Station or the access road on Ko Chiu Road. Wheelchair users should enter the cemetery via the Ko Chiu Road entrance.<br><br>New Territories<br>---------------<br><br>(1) Wo Hop Shek<br><br>     The following special traffic arrangements will be implemented daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19:<br><br>A. Depending on the prevailing situation, vehicles with elderly and disabled passengers may be allowed to use the car park for boarding shuttle buses that are heading for Wo Hop Shek Cemetery;<br>- All parking spaces on Wah Ming Lane; and<br>- All parking spaces at Ming Yin Road between Wo Hop Shek Cemetery Office and Kiu Tau Road.<br><br>(2) Sandy Ridge<br><br>     The Frontier Closed Area from MTR Lo Wu Station to Lo Wu Station Road will be open to grave sweepers from 6am to 6pm daily between March 21 and April 19. <br><br>     The following roads will be closed from 6am to 6pm daily on March 21, 22, 28 and 29, and April 3 to 7, 11, 12, 18 and 19:<br><br>- Lo Wu Station Road, from its junction with Man Kam To Road to a point approximately 280 metres west, near the cemetery management office, except for vehicles of Lo Wu Village residents and those permitted to use the MTR Lo Wu Station car park; and<br>- Sha Ling Road, except for vehicles of Sha Ling residents.<br><br>(3) Tuen Mun<br><br>     Nim Wan Road between Yung Long Road and the access road to Tsang Tsui Columbarium will be closed from 7am to 7pm daily on March 14, 15, 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19, except for franchised buses, MTR buses, taxis, vehicles heading for West New Territories Landfill and T·PARK, and vehicles with a permit.<br><br>     In addition, the following special traffic arrangements will be implemented from 7am to 7pm daily on March 21, 22, 28, 29, and April 3 to 7, 11, 12, 18 and 19:<br><br>A. Traffic diversions<br><br>- Eastbound Queen's Road East at its junction with Morrison Hill Road will be reduced to one-lane traffic heading for northbound Canal Road flyover;<br>- Traffic from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, U-turn slip road beneath Canal Road flyover, Canal Road West and Hennessy Road;<br>- Traffic from Cross Harbour Tunnel heading for Happy Valley will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, eastbound Leighton Road and Wong Nai Chung Road;<br>- Traffic along southbound Morrison Hill Road will be diverted to turn left to eastbound Leighton Road;<br>- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via eastbound Leighton Road and Wong Nai Chung Road; and<br>- Traffic along westbound Leighton Road will be diverted to Wong Nai Chung Road.<br><br>C. Prohibition for learner drivers<br><br>     Learner drivers will be prohibited to turn left from Caroline Hill Road to Leighton Road between one and a half hours before the start of the first race and one hour after the last race. In addition, learner drivers will be prohibited from accessing the following roads within the above period of time: <br><br>- Shan Kwong Road between Yik Yam Street and Wong Nai Chung Road;<br>- Village Road between its upper and lower junctions with Shan Kwong Road;<br>- Percival Street between Hennessy Road and Leighton Road;<br>- Canal Road East; and<br>- The service road leading from Gloucester Road to Canal Road flyover.<br><br>D. As such, the programme curriculum of L.I.O.N. must keep abreast of the times. In addition to training courses covering leadership skills, drug-related legal and medical knowledge, publicity and media response techniques, and adventure-based training, L.I.O.N. has also incorporatedgenerative artificial intelligence training this year to equip mentees with skills to apply innovative technologies for creating impactful anti-drug projects. The Chinese Mainland exchange tour will also be extended to three days and two nights this year, enabling mentees to engage in in-depth exchanges in the Greater Bay Area and broaden their horizons.<br> <br>     He added that this year marks the fifth anniversary of L.I.O.N.’s establishment, and a series of large-scale promotional activities will be launched, including the “L.I.O.N.–mobile”, an anti-drug short video competition, and a large-scale anti-drug carnival, showcasing the creative achievements of mentees of the current and past cohorts, and further promoting a drug-free culture to the community.<br> <br>     Mr Chow expressed his appreciation to the Hong Kong Youth Development Alliance, executive committee members of the past cohorts, professional trainers, as well as school principals and teachers for their support and contributions to L.I.O.N.. He encouraged mentees of the new cohort to cherish every learning opportunity, and work together with all sectors to build a drug-free society.<br> <br>     At the ceremony, awardees from the fourth cohort shared their valuable insights from the exchange tour to New Zealand in February. They said that the trip deepened their understanding of how anti-drug messageswere disseminated there through publicity, education and community involvement, which would help them continue to fulfill their mission as anti-drug leaders in the future.<br> <br>     Established by the Police Narcotics Bureau in 2021, L.I.O.N. brings together various community sectors and annually recruits 80 secondary students and 20 undergraduates as mentees. When approaching 1 Fan Kam Road, the two vehicles reportedly collided head-on.<br><br>     The taxi driver and a 65-year-old female taxi passenger were trapped inside the vehicle and were rescued later. She had a gunshot wound to her head and was certified dead at scene. Members of the public are urged to make use of public transport services as far as possible when travelling to areas subject to traffic control.<br><br>A.    Traffic arrangements before the start of the event<br><br>     Depending on the crowd and traffic conditions, the following arrangements will be implemented from about 12.30pm:<br><br>Road closure<br>-----------------------<br><br>- Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path;<br>- Part of the traffic lane of Caroline Hill Road between Eastern Hospital Road and Cotton Path;<br>- Westbound Hysan Avenue between Yun Ping Road and Hoi Ping Road;<br>- Stadium Path; and<br>- Lee Garden Road between Lan Fong Road and Hysan Avenue, except for green minibuses (GMBs).<br> <br>Traffic diversions<br>-----------------------------------<br><br>- Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be rerouted one way southbound;<br>- Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be rerouted one way northbound;<br>- Two traffic lanes on Caroline Hill Road between its western junction with Leighton Road and Link Road will be designated for traffic entering Caroline Hill Road from Hoi Ping Road;<br>- Hysan Avenue between Leighton Road and Hoi Ping Road will be rerouted one way eastbound;<br>- Two traffic lanes on eastbound Hysan Avenue will be designated for traffic turning right to Hoi Ping Road;<br>- Vehicles leaving the private driveway of Lee Garden One must turn left to eastbound Hysan Avenue;<br>- Traffic along Yun Ping Road cannot turn left to westbound Hysan Avenue, and vehicles will be diverted to Lan Fong Road and Pak Sha Road;<br>- Traffic along northbound Link Road downhill to northbound Caroline Hill Road may need to turn left to westbound Leighton Road; and<br>- Vehicles travelling along Lan Fong Road may not be allowed to turn left to southbound Lee Garden Road, and will be diverted to northbound Lee Garden Road, Foo Ming Street and southbound Percival Street, except for GMBs.<br><br>Passenger drop-off zone<br>----------------------------------------------<br><br>     The drop-off zone for taxis and private cars will be arranged to set down passengers at the locations specified below:<br><br>- Western kerbside of Caroline Hill Road near the Disciplined Service Sports and Recreation Club;<br>- Northern kerbside of Cotton Path; and<br>- Southern kerbside (taxi drop-off zone) and northern kerbside (private car drop-off zone) of Eastern Hospital Road near the main entrance of the Hong Kong Stadium.<br><br>B.    Traffic arrangements upon conclusion of the event<br><br>     Depending on the crowd and traffic conditions, the following arrangements will be implemented from about 4.30pm:<br><br>Road closure<br>-----------------------<br><br>- Caroline Hill Road;<br>- Eastern Hospital Road between Caroline Hill Road and Cotton Path;<br>- Northbound Link Road (downhill), except for vehicles heading for No. 1, 3, 5 and 7 on Link Road (if necessary); <br>- Hoi Ping Road;<br>- Sunning Road, except for vehicles leaving the car park of Lee Garden Three;<br>- Cotton Path and Leighton Road (if necessary). <br><br>Traffic diversions<br>-----------------------------------<br><br>- Before the end of the event, vehicles leaving the South China Athletic Association car parks may be permitted to turn right at the western exit to northbound Caroline Hill Road;<br>- Before the end of the event, vehicles leaving buildings on Eastern Hospital Road may be permitted to turn right to northbound Eastern Hospital Road;<br>- Traffic along westbound Leighton Road cannot enter Caroline Hill Road for Link Road, and vehicles will be diverted via Wong Nai Chung Road and Broadwood Road; and<br>- When Leighton Road is closed, traffic along westbound Causeway Road will be diverted via Irving Street; traffic along eastbound Morrison Hill Road will be diverted via Canal Road West; traffic along southbound Percival Street must turn right to westbound Leighton Road; and traffic along southbound Canal Road East cannot turn left to Leighton Road.<br><br>C. Other special arrangements<br><br>Prohibition for learner drivers <br>--------------------------------<br><br>     The following roads will be prohibited to all learner drivers from noon to 7pm:<br> <br>- Westbound Leighton Road;<br>- Percival Street south of Hennessy Road;<br>- Caroline Hill Road;<br>- Link Road;<br>- Stadium Path;<br>- Cotton Path; and<br>- Eastern Hospital Road.<br><br>Suspension of parking spaces<br>----------------------------<br> <br>     All on-street parking spaces on the following roads will be suspended from noon to 7pm:<br><br>- Stadium Path;<br>- Northbound Caroline Hill Road between Stadium Path and Cotton Path;<br>- Hoi Ping Road;<br>- Sunning Road; and<br>- Eastern Hospital Road.<br><br>Restrictions on access to/exit from car parks<br>-----------------------------------------------<br><br>     During the road closure period, vehicles in car parks within the closed area may not be permitted to leave. If necessary, all car parks along Caroline Hill Road, Eastern Hospital Road, Stadium Path and Cotton Path will be closed at short notice.<br><br>     During the implementation of the special traffic arrangements, any vehicles found illegally parked within the specified areas will be towed away without prior warning, and may be subject to multiple ticketing. Subject to prevailing conditions, the Police will implement other traffic control measures. Depending on the traffic and crowd conditions, the following arrangements will be implemented:<br><br>     From February 17 to March 1, vehicles heading for southbound Lam Kam Road should travel along the nearside lane of northbound Tolo Highway outside Ma Wo and Lam Kam Road Interchange, except for franchised buses, coaches, green minibuses, taxis and vehicles with a permit.<br><br>     Tai Po Tai Wo Road leading to northbound Tolo Highway will be closed daily from 10am to 6pm from February 17 to March 1. Vehicles along Tai Po Tai Wo Road heading for southbound Lam Kam Road will be diverted via southbound Tolo Highway, slip road, westbound Tai Po Road – Yuen Chau Tsai, the Kwong Fuk roundabout, eastbound Tai Po Road – Yuen Chau Tsai, slip road, the nearside lane of northbound Tolo Highway and Lam Kam Road Interchange.<br><br>     Vehicles cannot enter southbound She Shan Road from southbound and northbound Lam Kam Road daily from noon to 6pm from February 17 to March 1.<br><br>     The Police will continue to enforce traffic regulations during the Lunar New Year period. Members of the public are urged to plan their journeys in advance and to make use of public transport services as far as possible.<br><br>Crowd management measures<br>------------------------------------------<br><br>     The Police anticipate a large number of visitors to the Che Kung Temple and the Che Kung Festival Fair during the Lunar New Year period. Depending on the crowd conditions, one-way crowd flow control may be implemented at the MTR Tai Wai Station and Che Kung Temple Station, as well as in the vicinity of the Che Kung Temple, including Che Kung Miu Road and Chui Tin Street, between 11pm tonight and 8pm on February 22 to ensure public order and safety. Members of the public are urged to exercise patience and tolerance, and to take heed of on-site police instructions.<br><br>Special traffic arrangements<br>--------------------------------------<br><br>A. Road closure<br><br>     The following roads will be closed from 8pm tonight to 8pm on February 22:<br><br>- The slow lane of westbound Che Kung Miu Road between Sha Tin Tau Road and Chui Tin Street;<br>- The right-turn lane of westbound Che Kung Miu Road between Chui<br>Tin Street and near the Che Kung Temple;<br>- The slow lane of northbound Chui Tin Street between Che Kung Miu<br>Road and the entrance of Sun Chui Estate near Sun Fong House; and<br>- The slow lane of southbound Chui Tin Street between Che Kung Miu<br>Road and the entrance of Sun Chui Estate near Sun Fong House.<br><br>B. Traffic diversions<br><br>     The following traffic diversions will be implemented from 8pm tonight to 8pm on February 22:<br><br>- Traffic along westbound Che Kung Miu Road cannot turn left to Chui Tin Street;<br>- Traffic along westbound Che Kung Miu Road cannot turn right to the private road of The Wai;<br>- Traffic along southbound Chui Tin Street cannot turn left to the road leading to the public car park on Chui Tin Street near Che Kung Temple;<br>- Traffic along northbound Chui Tin Street cannot turn right to the road leading to the public car park on Chui Tin Street near Che Kung Temple;<br>- Traffic along southbound Chui Tin Street cannot turn right to the entrance of Sun Chui Estate near Sun Fong House;<br>- Traffic along northbound Chui Tin Street cannot go straight to the private road outside The Wai;<br>- Traffic along westbound Che Kung Miu Road heading for southbound Chui Tin Street and the private road outside The Wai will be diverted via westbound Che Kung Miu Road, the roundabout and eastbound Che Kung Miu Road;<br>- Traffic along southbound Chui Tin Street heading for the entrance of Sun Chui Estate near Sun Fong House will be diverted via southbound Chui Tin Street, westbound Chui Tin Street, the roundabout, eastbound Chui Tin Street and northbound Chui Tin Street; and<br>- Traffic along northbound Chui Tin Street heading for the private<br>road outside The Wai will be diverted via westbound Che Kung Miu Road, the roundabout and eastbound Che Kung Miu Road.<br><br>C. Cycle track closure<br><br>     The following cycle tracks will be closed from 8pm tonight to 8pm on February 22:<br><br>- The cycle track along Tsuen Nam Road between Tai Wai Road and the western riverside of Shing Mun River Channel;<br>- The cycle track along the western riverside of Shing Mun River<br>Channel between Tai Wai Soccer Pitch and Che Kung Miu Road;<br>- The cycle track along the eastern riverside of Shing Mun River<br>Channel between Tai Wai Soccer Pitch and Man Lai Court;<br>- The cycle track connecting the eastern and western riverside of Shing Mun River Channel near Block 1 of Man Lai Court;<br>- The cycle tracks along both sides of Che Kung Miu Road between<br>Chui Tin Street and Sha Tin Tau Road;<br>- The cycle track inside the subway system at the junction between Che Kung Miu Road and Chui Tin Street;<br>- The cycle track inside the subway system at the junction between Che Kung Miu Road and Sha Tin Tau Road;<br>- The cycle track along southern kerbside lane of Che Kung Miu Road between Chui Tin Street and Ng Yuk Secondary School; and<br>- The cycle tracks along both sides of Chui Tin Street between Che Kung Miu Road and the unnamed road leading to public car park near the Che Kung Temple.<br><br>     During the cycle track closure period, members of the public may use the cycle track along the northern riverside of Shing Mun River Channel between Lion Rock Tunnel Road and Shing Wan Road commuting to and from Sha Tin.<br><br>D. Suspension of car parks<br><br>     The public car park on Chui Tin Street near the Che Kung Temple will be suspended from today to 8pm on February 22, and from 7am to 6pm daily on February 28, March 1, 7 and 8, except for vehicles with a permit.<br><br>     The public car park on Chui Tin Street near Greenview Garden will be suspended from today to 8pm on February 22, except for vehicles with a permit.<br><br>     During the implementation of the special traffic arrangements, any vehicles found illegally parked within the specified areas will be towed away without prior warning, and may be subject to multiple ticketing.
