With regards to the enhancement of animal welfare in Hong Kong, Agriculture, Fisheries and Conservation Department (AFCD) has completed public consultation and reported the findings and the proposed way forward to the Legislative Council Panel on Food Safety and Environmental Hygiene in April 2020. They are now preparing to draft legislative proposals to amend Prevention of Cruelty to Animals Ordinance, Cap. 169 and will submit them to the Legislative Council for deliberation in due course.
