The Commissioner, Mr Siu Chak-yee, led a 19-member delegation to attend the World Police Summit 2024 held in Dubai, the United Arab Emirates, between March 5 and 7. Police officers from 138 countries and regions gathered to discuss pressing issues in law enforcement. Speaking at the Commissioner Keynote Session, Mr Siu shared his ideas about effective leadership in managing a law enforcement agency. In another session, the Assistant Commissioner (Information Systems), Ms Kwan Chui-ching, shared how the Force utilised its cutting-edge technical capabilities to enhance intelligence-led policing. Mr Siu also engaged in bilateral talks with leading officers from other countries. The discussions focused on joint efforts to combat transnational crimes, with in-depth studies on technology crimes, money laundering and financial investigation, and explored the future development of international police co-operation and cross-rank personnel training.

The Commissioner, Mr Siu Chak-yee, attended the 17th Pearls in Policing Conference in Vancouver, Canada, from June 8 to 11. He met 27 law enforcement leaders and academics from 12 national and regional organisations. The theme of the conference was ‘The Future of Policing: Fostering Trust and Legitimacy’. Mr Siu exchanged insights with other law enforcement leaders on building public trust and ensuring law enforcement agencies’ legitimacy, and took the opportunity to introduce the emergency rescue mobile app HKSOS launched in early 2024. It demonstrates the Force’s determination to protect citizens’ personal safety and serve the public through advanced technology, thereby practising its people-oriented approach.

The Assistant Commissioner (Public Relations), Mr Chan Sze-tat, was invited to attend the inaugural Global Community Policing Conference, held in Singapore between August 21 and 23, as a speaker and panelist. The conference drew about 200 delegates from 31 countries and regions to delve into the theme ‘Bridging Global Partners, Advancing Community Policing’. There were talks and group discussions focused on community policing, exploring the latest community strategies and challenges, and also sharings on the best practices in community policing with an aim to foster collaboration among police forces worldwide. Mr Chan introduced the Junior Police Call and Senior Police Call schemes, and joined a panel discussion on the engagement strategies of police with youths and seniors.

The Director of Personnel and Training, Mr Choi Chin-pang, led a three-member delegation to participate in the International Scientific and Practical Conference dedicated to the 30th anniversary of the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan, from September 4 to 6. Mr Choi signed a Memorandum of Understanding (MoU) with the Head of the Academy, Mr Rustam Khatamov, to promote comprehensive collaboration in police training and development.

The Deputy Commissioner (Operations), Mr Chow Yat-ming, attended the INTERPOL General Assembly in Glasgow, United Kingdom, between November 4 and 7. Mr Chow successfully secured the right on behalf of China to host the 2026 General Assembly. The event will be hosted in Hong Kong for the first time, reaffirming China and Hong Kong’s commitment and dedication to international co-operation and fostering the partnership with global police community. During the conference, the Assistant Commissioner (Crime), Ms Chung Wing-man, was invited to join a panel of women leaders from overseas police forces and INTERPOL to discuss the development and retention of female talent in the police force and the challenge of combating gender-based violence in society.

The Commissioner, Mr Siu Chak-yee, signed an MoU with the Director of Vietnam’s Homeland Security Department under the Ministry of Public Security, Mr Pham Ngoc Viet, during the visit of the latter’s five-member delegation in Hong Kong between December 3 and 5, to strengthen counter-terrorist collaboration. The MoU underscored the commitment of both parties to fortifying co-operation and exchange in key areas, including counter-terrorism operational strategies, tactical training, counter-terrorist financing and cyber security measures.
