Organised by the Police Public Relations Branch (PPRB) and sponsored by the Hong Kong General Chamber of Commerce (HKGCC), the Good Citizen Award (GCA) scheme is stepping into its 40th Anniversary. GCA made its debut in 1973 when the Government established a Fight Violent Crime Committee to address the crime problem.  
 
With the concept of neighbourhood watch, members of the public came forward to help police fight crimes and GCA paid recognition to those who made contributions in this respect or in helping police apprehend criminals.
 
Police Districts or Headquarters units offer nominations for GCA and the Good Citizen Year Award (GCYA). The nominees can be either a witness or a victim, and must have given material assistance for police investigations. Besides these basic criteria, nominees for  GCYA must have displayed exceptional bravery or courage, great resourcefulness or an outstanding initiative. 
 
Upon endorsement by Police Community Relations Officers or Formation Commanders, the nominations will be submitted to PPRB. A selection panel comprising representatives from the Fight Crime Committee and PPRB will pick 40 GCA awardees for each presentation ceremony, which is held twice a year.
 
On December 19, the GCA Presentation Ceremony 2013 Phase 2 will be held in Discovery Park in Tsuen Wan. The Secretary for Security, Mr Lai Tung-kwok, Chairman of HKGCC, Mr Chow Chung-kong, and Deputy Commissioner (Management) Ma Wai-luk will officiate at the ceremony and present awards
