Kowloon West (KW) Region has launched a pilot scheme known as Project VanGUARD to encourage frontline security personnel to make timely crime reports via various channels, provide a platform for gathering information from the property management industry, and strengthening the community network for combatting and preventing crimes. 
 
Kowloon City District (KCDIST), where the project is being tried out, is working closely with the Hong Kong Association of Property Management Companies (HKAPMC) and the Wilson Carpark Limited in setting up an information exchange network covering three types of property, i.e. residential buildings, shopping malls and carparks, all of which involve a total of 160 premises. So far, 14 property management companies have signed up for Project VanGUARD. 
 
As a preparatory stage, Crime Headquarters KW and KCDIST have organised two briefing sessions and a liaison meeting for the management personnel of the participating companies. 
 
A kick-off ceremony was held on November 15 at KW Regional Headquarters. Officiating at the ceremony were KW Regional Commander Cheung Kwai-kee, Mr Cham Ka-hung, Chairman of the Security and Guarding Services Industry Authority, and Mr Lee Chun-lai, Vice-chairman of HKAPMC.
 
KCDIST Commander Siu Chak-yee presented souvenirs to the representatives of participating companies and encouraged them to give their views on the project and utilise it as a platform for exchanging information.
