As Kwai Chung Division is situated in the vicinity of Kwai Chung Hospital, an institution for mental patients, frontline officers have received phone calls about mentally disordered persons. The following account tells how acting Sergeant Wong Chi-hoi of Kwai Chung Patrol Sub-unit saved the life of a patient.
 
On June 16 this year, a social worker and a doctor from Kwai Chung Hospital visited a flat in Tai Wo Hau Estate and attended to a mentally disordered man who has suffered from psychosis for more than six years. The man has refused medical treatment and his strange behaviour has caused a nuisance to his neighbours for years.
 
While persuading the man to receive medical treatment in Kwai Chung Hospital, the social worker called 999 and requested for an ambulance. Chi-hoi and his colleagues later arrived at the scene to help.
 
Swift Response
 
At the beginning, the man's daughter was worried that her father might be agitated on seeing uniformed police officers. So instead of entering the flat, all the parties concerned discussed at the lift lobby for the best way to handle the case. All of a sudden, the man rushed out from the flat and attempted to jump off the building. Chi-hoi managed to grab the man, but the latter put up a big struggle, scratched Chi-hoi and tried to hurl himself off the railings. Chi-hoi held fast, subdued the man, and eventually moved him out of harm's way. The man was later taken to Kwai Chung Hospital.
 
During this incident, Chi-hoi sustained scratches on his ears, neck, chest and fingers. The man's daughter and the other parties at the scene greatly appreciated his swift response and action, and were very grateful to him for saving the patient.
 
Just Discharging Duty
 
While seeing protection of life and property as the primary duty of a police officer, Chi-hoi took pride in having saved a life and earned the praise of the man's daughter.
