There has been in Pat Heung an increase in the number of garages trading in second-hand cars and many of the garages are being operated by Non-ethnic Chinese (NEC). Obstruction is a commonplace because many cars are parked on narrow village paths near the garages. This problem has escalated due to the complication of path ownership and language barriers, resulting in frequent complaints filed by the local villagers and NEC garage operators. The situation at Wang Toi Shan was comparatively more serious.
 
In a bid to enhance the communication and co-operation among the villagers, NEC community and the police, reduce conflicts and improve road safety, Pat Heung Division (PHDIV) arranged a special meeting late last month to provide a platform to address the problems.
 
A member of the Yuen Long District Council, Mr Tang Kwai-yau, and three NEC garage operators at Wang Toi Shan were invited to attend the meeting, where Divisional Commander, Chief Inspector Chow Ngai-kong, explained the police strategy of dealing with vehicle obstruction. The meeting also afforded the participants an opportunity to break down communication barriers and express their views with mutual respect. 
 
An atmosphere of harmony prevailed at the meeting and the garage operators promised to take steps to reduce vehicle obstruction. Mr Tang also undertook to act as a communication bridge by liaising with the villagers.
 
After the meeting, PHDIV officers conducted site visits and confirmed that there was a significant improvement to traffic flow.  The meeting also succeeded in enhancing the understanding and communication between the villagers and the NEC communities.
