Complaints Against Police Office (CAPO), with the assistance of Police College, has produced a 33-minute training video on how to handle confrontational situations between police and the public, drawing inspiration from the award-winning entries to a Force-wide competition organised by CAPO under its complaints prevention project - "Lighthouse".

After the award presentation ceremony of the competition on March 7, CAPO consolidated and analysed the award-winning entries as well as the materials gathered through the "Lighthouse" project. The results of the analysis and the related materials were passed to Police College for production of the training video for training days in July and August. The production marks a new milestone of CAPO's complaints prevention strategy.

CAPO hopes the daily challenges faced by Force members would be identified through more interaction with frontline officers and best handling solutions would be found to support them. For these objectives, the Project "Lighthouse" training day package also contains an evaluation form to collect officers' feedback on the content of the training video as well as their views on other challenges that need to be addressed in future complaints prevention projects.

The training video has been distributed to all formations and will be shown to officers during the coming training day cycle.

In support of Strategic Direction 2 - "Enhancing Personal and Professional Qualities of Force Members", Project "Lighthouse" was organised by CAPO for 2013 – 14 with the aim of enhancing the confidence and professionalism of officers in handling confrontational situations. Vice-Chairman of  the Independent Police Complaints Council (IPCC), Mr Chan Kin-por, who attended the award presentation ceremony of the competition on March 7, said the project had greatly enhanced the confidence and professionalism of frontline officers in handling confrontational situations with the public.
