The Staff Opinion Survey (SOS), conducted once every three years under the Force Survey Strategy, is an important internal communication tool to gather views from staff, the Force’s most vital asset.
 
Following the SOS conducted in 2010, the 2013 SOS was conducted online between December 30, 2013 and January 31, 2014 by the Hong Kong University Public Opinion Programme (HKU POP), an independent pollster commissioned by the Force. 
 
The 2013 survey covered 5 458 disciplined, civilian and auxiliary officers, and 3 675 of them responded, representing a 67.3 per cent response rate, which was considered by the HKU POP as more than satisfactory for a survey of this nature.
 
Speaking of the 2013 survey findings, Assistant Commissioner (Service Quality) Peter Morgan said, “This survey again shows that Force members are very positive about various aspects of the Force’s performance, with 75 per cent considering the overall performance of the Force good and 93 per cent supporting the Force’s vision that ‘Hong Kong remains one of the safest and most stable societies in the world’. It is also pleasing to see that, in line with the Force’s ongoing Integrity Management efforts and initiatives, an overwhelming 99 per cent pledged to take a stand against corruption.”
 
Force management attaches great importance to the survey results. Staff briefings and action plans will be drawn up to take forward the issues raised during the survey.
