With the Lunar New Year of the Ram around the corner, Winter Precaution measures are in full swing in various districts, reminding the public to pay more attention to the safety of their property, homes and shops, and keep a vigilant eye on crime and deception.
 
KTDIST
 
Kwun Tong (KTDIST), in conjunction with Kwun Tong District Fight Crime Committee (KT DFCC), Kwun Tong Senior Police Call (SPC) and Junior Police Call (JPC), launched a Winter Precaution Fight Crime Publicity Campaign on January 31.
 
Speaking in the ceremony, the Chairman of KT DFCC, Mr Chow Yiu-ming commended KTDIST, Non-governmental Organisations and the local community for their joint effort to combat crime in the past year. KTDIST Commander Barry Smith called on the public to pay more attention to the safety of homes, shops and personal property, and beware of the new modus operandi of conmen.
 
To help drive fight crime messages home, an anti-deception drama, singing and street dance performances were staged. Officers and community leaders handed out anti-crime fliers and souvenirs to shops and the public in Kwun Tong and Lam Tin.
 
On February 5, the publicity campaign was extended to the rural areas in Tseung Kwan O when officers, the Chairman of Sai Kung DFCC, Chairman of Hang Hau Rural Committee, Sai Kung District Council members, SPC members and Ambassadors from Operation HILLCASTLE called at villages in Tseng Lan Shue and Mang Kung Uk to promote prevention of burglary and phone deception.

The Chairman of the New Territories Fishermen Fraternity Association, Mr Wong Yung-kan, and local community leaders joined Marine North Divisional Commander Ip Che-man in calling at Sam Mun Tsai New Village, Yim Tin Tsai Fish Farm and Yung Shue O Fish Farm on January 19 and reminded villagers and fishermen to take Winter Precaution measures. The party also reinforced their messages with distribution of anti-crime fliers and souvenirs.
 
YLDIST
 
Yuen Long District (YLDIST) and Yuen Long District Fight Crime Committee (YL DFCC) launched the Yuen Long District Winter Precaution Kick-off Ceremony cum Appointment of Fight Crime Ambassadors on January 23. Officiating at the event were Legislative Councillor and Chairman of Yuen Long District Council, Mr Leung Che-cheung, Yuen Long Assistant District Officer, Mr Wong Chi-wah, YL DFCC Chairman, Mr Lee Yuet-man, and YLDIST Commander Tsang Cheung-tat.  
 
In the ceremony, 55 SPC members and 19 Non-ethnic Chinese were appointed fight crime ambassadors to help disseminate crime prevention messages. After the ceremony, the officiating guests and members of Yuen Long District Council and DFCC took the lead in distributing crime prevention fliers and souvenirs to shops and the public.
 
TPDIST
 
Tai Po District (TPDIST), in conjunction with North District Fight Crime Committee (N DFCC) and North District Council, kicked off the Sheung Shui Winter Precaution Crime Prevention Publicity Campaign on January 23.   
 
During the campaign, Tai Po District Commander Patrick Laidler, N DFCC Chairman, Dr Yuen Pong-yiu, North District Officer, Mr Yau Kin-chung, North District Council Chairman, Mr So Sai-chi, Sheung Shui Divisional Commander Michael Armstrong, and Tai Po JPC and SPC handed out leaflets and souvenirs at busy areas in Sheung Shui, calling on the public to pay more attention to home and shop safety and prevention of technology crime and phone deception, and steer clear of illegal gambling and illegal fireworks and firecrackers.

As the problem of fake banknotes might crop up when more local residents head for the Mainland in the upcoming Lunar New Year Holiday, Commercial Crime Bureau (CCB) mounted a joint publicity drive on counterfeit banknotes at Lo Wu and Shenzhen Bay Port Spurline Control Points on January 30 with the Regional Crime Prevention Office New Territories North, Police Community Relations Offices of Border District and Yuen Long District as well as SPC. Officers and SPC members handed out fliers and souvenirs to the public and explained the ways to identify fake banknotes.
