A delegation from the Operations (OPS) Wing went to the United Kingdom (UK) in early October to observe the security and policing operation for the Conservative Party Conference 2016 in Birmingham. The delegation, led by Superintendent Choi Tung-tsoi, comprised Chief Inspector Chiang Shui-ching as well as Senior Inspectors Tuan Ngar-lun and Wong Shek-fan.


The West Midlands Police mounted a major operation to maintain security and public order for the conference. Assistant Chief Constable (Operations) Mr Gary Cann, who was in charge of the operation, received the OPS Wing delegation. He briefed the delegates about their planning philosophy, operational command structure, security co-ordination, public engagement strategy and intelligence gathering methodology. The delegation then went on ground to witness how the operation unfolded and communicate with frontline officers.


Mr Choi said the UK experience for policing such a major event would be a useful reference for the Force's operations.
