The Police College arranged for Superintendent Kwan King-pan to attend a four-week Training Exchange Programme in Adelaide, Australia, with his counterparts of South Australia Police (SAPOL) in October. The participants visited various units of SAPOL to gain first-hand knowledge of their policing strategies.


Mr Kwan called on SAPOL's Crime Wing and State Intelligence Branch, at which he learned about how SAPOL adopted an intelligence-led strategy to tackle their daily policing issues. During a tour to the Special Tasks and Rescue Force, Mr Kwan was briefed on their equipment and strategic approach towards counter-terrorism as well as their deployment and tactics in handling large-scale public events. He also went to the Police Academy of SAPOL to get to know their training programmes for frontline officers to build up their abilities to handle different policing tasks.


Mr Kwan described the exchange programme as very practical because it provided a valuable opportunity for the participants to exchange their views on policing strategies and resource management to face the challenges ahead.
