Kowloon West Regional Headquarters (KW RHQ) conducted an exercise codenamed MOONEXPLORER to examine the ability of frontline officers from Emergency Unit (EU) KW, Counter Terrorism Response Unit (CTRU), Police Tactical Unit B Company, Explosive Ordnance Disposal Bureau (EOD) and Police Dog Unit in dealing with two simulated incidents with officers from the Fire Services Department (FSD) at former Yau Ma Tei Police Station and the Civil Aid Service Hong Kong Headquarters on April 26.


The exercise simulated a terror attack on visitors at an international painting exhibition and some of the visitors were held hostage. With the application of the tactics of Immediate Tactical Intervention by CTRU and other officers, the terror threat was neutralised swiftly. Later it was disclosed that the terrorists had planted a suspected Chemical, Biological, Radiological and Nuclear (CBRN) device at a Consulate nearby. Police and FSD immediately took actions to decontaminate the infected persons.


The exercise had effectively enhanced co-operation and counter terrorism competencies of different police units and FSD.
