Director of Personnel and Training Chiu Wai-yin led a Force delegation to attend the 11th Pearls in Policing Conference in Toronto, Canada from June 10 to 14. The conference gathered together  30 law enforcement leaders and academics from 16 countries or cities as well as three international organisations this year to explore the theme on "Fragile States, Fragile Communities".


Through seminars, working groups and peer-to-peer discussion, Ms Chiu exchanged insights with other police leaders on challenges facing law enforcement agencies and explored the way forward.


"Pearls in Policing" is an international think tank in which police leaders discuss key challenges of policing at all levels at its annual conference held in June. This year, the conference started with a presentation by the International Action Learning Group (IALG) on "How do we create shock-resistant police organizations of the future". The IALG was a taskforce of 17 senior police officers from around the world working conjunctively with three scholars on the topic over the year and then they report the findings in the Pearls in Policing annual conference. The representative of the Hong Kong Police Force to the IALG was Senior Superintendent Yip Wan-lung whilst Chief Superintendent Cho Ming-lung was a member of the Program Management Team.


Meanwhile, Ms Chiu met with Director General of the Canadian Police College (CPC) Ms Barbara Fleury to consolidate partnership. Since 2012, the Hong Kong Police College has jointly run a biennial International Executive Development in Policing Programme with the CPC for superintendents or equivalent in the Hong Kong and Canadian forces.
