The Operations Wing ran the 13th Incident Command Course (InCC) from February 26 to March 7 to enhance the command capabilities of senior officers in tackling incidents. It consisted of a five-day module on counter-terrorism and major incidents and a three-day module about handling public events.


Speaking at the opening of the InCC, Director of Operations Tang Ping-keung urged senior commanders to take the necessary steps to prepare for any major incidents, terrorist attacks or large-scale public events.


Attending the InCC were 20 officers at the ranks from Superintendent to Chief Superintendent. Five representatives from other government departments that are members of the Counter Terrorism Emergency Coordination Team attended the module on counter-terrorism and major incidents.


Speakers from the related units of the Force, the Security Bureau, the Fire Services Department, the Transport Department and the Hospital Authority shared their knowledge and experience with the participants. An overseas guest speaker, Superintendent Andrew Donoghoe of the Australian Federal Police, was invited to talk about their efforts in helping to investigate the crash of Malaysia Airlines flight MH17 and the challenges involved.


The Force also made use of the Scenario-based Interactive Multiplayer Simulation of the Police College to conduct desktop exercises. This reinforced the participants' learning experience in tackling major incidents, terrorist attacks and large-scale public events.


In addition, the participants visited the Government's security command centres to learn more about inter-departmental collaboration in dealing with major incidents.


Deputy Commissioner (Operations) Lau Yip-shing presented certificates to the participants at the end of the InCC. He said the course had enhanced the participants' command skills, strengthened their knowledge of the Force's procedures and heightened their tactical awareness.
