The Emergency Unit of New Territories South (EU NTS) held a training session, codenamed "Exercise YELLOWFORTRESS", at NTS Regional Headquarters on April 25 with the aim of enhancing the operational efficiency and capabilities of frontline commanders in handling major incidents.


Twenty-three frontline commanders took part in the training, which was planned by Senior Superintendent (Operations) of NTS Ian Clark and Acting Superintendent of EU NTS Lee Shek-lun. The training started with an introduction by Acting Chief Inspector of EU NTS Chan Yik-chun about the Major Incident Manual. He also highlighted ways of giving effective command at the frontline. Then the participants were briefed on the operation of the new Mobile Command Unit and the usage of a Mobile Command Kit. Finally, they participated in a tabletop exercise to discuss how to handle a variety of simulated natural disasters and major incidents.


The exercise helped to consolidate the participants' competency in assessing the circumstances of major incidents, deploying manpower and other resources as well as maintaining effective communication with colleagues and stakeholders.
