The Civil Service Training and Development Institute and the Police College made arrangements for Superintendents Lam Wing-sze and Chan Rock-sang to attend the Hong Kong Officer Development Programme at the University of Oxford in the United Kingdom from April 23 to June 15. Six Administrative Officers and two departmental grade officers from various bureaux and departments also joined the programme.


The programme was part of the Master of Public Policy course at the Blavatnik School of Government of the University of Oxford in summer. It aimed to teach the participants to identify and effectively analyse critical issues in public administration, particularly from a global perspective.


World-renowned professors shared their knowledge and views with the participants through academic lectures, expertise sharing and personal mentorship. The participants gained valuable insights into ways to apply critical thinking to overcome work challenges and to enhance the quality of public services.


Riding on the training programme, Ms Lam and Mr Chan visited the Oxford Town Hall and the Thames Valley Police Station to gain a better understanding of local government policies, and to exchange their experience in meeting the challenges of policing with their counterparts.
