The Emergency Unit of New Territories South (EU NTS) conducted a training programme, codenamed "Exercise YELLOWFORTRESS", at NTS Regional Headquarters on October 31 with the aim of enhancing the efficiency and competence of frontline commanders in incident management.


The training, which was planned by Superintendent of EU NTS Lee Shek-lun and Acting Chief Inspector of EU NTS Chan Yik-chun, covered three parts. It started with a briefing for 16 frontline commanders about the Major Incident Manual and the key aspects of command post operation. Then they learned about the setting up of a command post, the operation of the Mobile Command Unit and the use of the Mobile Command Kit. Lastly, they participated in a tabletop exercise on the operation of a command post as well as emergency response to simulated natural disasters and major incidents.


The exercise enhanced the professional knowledge of the frontline commanders with respect to situation assessment, manpower deployment and co-ordination, thereby strengthening their incident management capabilities.
