The Police Negotiation Cadre (PNC), at the invitation of the Criminal Investigation Police University of China (CIPUC), sent an eight-member delegation to conduct a crisis negotiation course at the CIPUC in Shenyang, Liaoning Province, from December 17 to 21, 2018. This was the first course run by the PNC at the CIPUC.


The delegation was led by Senior Superintendent Li Kwai-wah. Other delegates were Chief Inspectors Cheung Kin-pan and Luk Chun-chung, Senior Inspector Mo Kit, Inspectors Cheung Wing-hung and Tsang Hei-man as well as Station Sergeants Yim Ming and Ku Yuen.


The course covered basic theories and skills of crisis negotiation, case analysis, experience sharing, demonstrations and practical exercises. It attracted a total of 86 trainees, including 50 officers from counter-terrorism units of Wuhan Municipal Public Security Bureau and 36 undergraduates of the CIPUC. Some teaching staff of the CIPUC also attended the course as observers.


President of the CIPUC Professor Hao Hongkui said, "The course allows students and serving officers to learn the concepts and knowledge of crisis negotiation. This will help them deal with crises and conflicts they face in daily work."
