Secretary for Labour and Welfare Dr Law Chi-kwong presented the Outstanding Project Award to the Regional Crime Prevention Office of New Territories South (RCPO NTS) and the Society of Rehabilitation and Crime Prevention, Hong Kong (SRACP) on December 5, 2018 for their success in running "Project HOPE".


In view of an aging population and an increase in the number of arrested elders, RCPO NTS established a mechanism in 2016 to refer arrested persons aged 65 or above to the SRACP for support services. By the end of 2018, a total of 211 arrested elders had been referred to SRACP. The project is effective in the early identification of elders with dementia symptoms and emotional problems and providing timely counselling and support to them.


Ten other non-governmental organisations (NGOs), which provide home visit service to senior citizens, also joined the project. RCPO offered training to the NGO volunteers so that they could assist in delivering crime prevention messages to hidden elders and preventing the elders from falling prey to crime or committing crime again.
