Under the arrangement of the Hong Kong Police College, Chief Inspector Chik Ka-man led a six-member delegation to visit the French National Police (FNP) between February 25 and March 1 and share policing experience with their counterparts. The other delegates included three Senior Inspectors, a Sergeant and a Police Constable.


The visit started with a guided tour to the National Police College in Lyon. Local officers explained in detail the FNP's organisational structure, teaching model and training programmes. They also shared their experience of working with overseas law enforcement partners. Afterwards, the delegation called on the recruitment and training formation in Paris to exchange views on related policies and public engagement work. The delegates also met prosecution officers of the National School of Magistrate to learn more about criminal investigation and prosecution matters.


Moreover, the delegation visited several specialist units, including an anti-crime brigade and various units at the Cergy police department in Paris. They conducted an exchange on the use of technology in policing as well as their experience in maintaining public security. The delegates also called on the Riot Police Unit as well as the Information and Command Centre of the Public Order and Traffic Directorate. Department chiefs shared their experience and challenges in handling public events, emergency incidents and terrorist attacks. Local officers also talked about the tactics and operations in handling the recent large-scale public events in Paris.


The visit not only broadened the international horizons of the delegates, but also enhanced their professional capabilities. Through the exchange of experience, the delegation projected a positive and professional image of the Force and strengthened partnership with the French counterparts.
